Jammu, July 25: In a Public Interest Litigation filed by S Ravinder Singh regarding better facilities in Govt Hospital, A Division Bench of State High Court Comprising Acting Chief Justice Alok Aradhe and Justice Sanjay Gupta today granted three weeks' time to AAG to file fresh status report.
Adv Parveen Kapahi appearing for the PIL submitted that the status report filed on behalf of the respondents shows deficiencies in the Government Medical College and Hospital, Jammu. In order to remove the deficiencies and for providing better care to the patients, several proposals have been submitted by the Principal & Dean of the Government Medical College and Hospital, Jammu, to the Administrative Depart-ment, Jammu.
Division Bench after hearing Adv Parveen Kapahi appearing for the PIL whereas Sr. AAG HA Siddqui appearing for the State observed that it appears that no action has been taken on the proposals by the Administrative Department. It is further submitted that creation of High Dependency Ward in place of Old Emergency Operation Theatre is under consideration and the work has already been commenced. However, when the work is to be completed has not stated in the status report. It is further submitted that DPR for 300 beds for SMGS Hospital has been made by the Department of R&B, however, no particulars have been furnished what happened to the DPR. It is also submitted that further extension space is being identified for additional beds, however no particulars has been furnished as to whether further action has been taken and granted three weeks' time to file fresh status report.
In the PIL it is submitted that the fundamental duty of the State to provide health care facilities in J&K State confining particularly to Jammu Province and the State run hospitals having failed to provide medical facilities and the facilities which have been provided are not up to the mark and standard which are mandatory to provide health care facilities to the patients who throng from various parts of District Jammu as well as from other Districts for proper and special medical treatment.
