AIBCU hails Governor for reversing Panchayat Amendment Act

JAMMU, July 26: All India Backward Classes Union held a meeting under the chairmanship of Abdul Majid Malik and all the participants hailed the State Governor for reversing the Panchayat Amendment Act.
Speaking on the occasion, the speaker said that State OBCs (Called OSCs) already commended the working of the Governor of the State NN Vohra in reference to the two bills passed in the March - April 2018 session in Jammu and were returned back in view of their constitutional invalidity.
Speaker further said now the reversing of the Panchayat rule which prevented the people for direct election of the Sarpanches passed by the BJP supported Govt. in the State; has added one more feather in the Hat of the Governor and the state people are very happy as nerve of the people as felt seems to run to boost such decisions. The members of the AIBCU said one thing more is needed to be done in the Panchayat elections which is most important to run the Panchayats is the "Qualifications" of the Panchayat unit members. Panches and Sarpanches must be with (10+2) qualification and the chairman should not be less than a graduate. This is already in Haryana State since Sept. 8 - 2015. For Panches qualification must be matriculate for General category, undermatric for SCs, STs, OBCs. Sarpanches must be (10+2) in General but matriculated for reserved categories and Graduation for Chairman.
Qualification is an important factor in view of the "Decisions of many Khaps (Panchayats) and Panchayats in many states. A recent case which also surfaced in channels that a girl child by who accidentally an egg of a Liladi (a bird) was broken; was awarded punishment by the Panchayat to keep her about ten days outside the house under a "Teen Shed" in the scorching; meals to the villages and liquor to the Panchayat members by the parents of the child girl as penalty.
They appealed the State Governor to direct the State Election Commission to induct the column of Qualification for the Panches, Sarpanches and Chairpersons. Those who shared their views were Hm Sandokh Chand, Lect. Bishan Dass, Sardar Surmeet Singh, Principal Darshan Lal, MR Bangotra (Retd. CEO), Lecturer Tej Ram and Prof. Kali Dass.
