JKRCEA castigates bureaucracy for obstructing rights of SCs, STs, OBCs

Jammu, Aug 11: Castigating the Bureaucracy of J&K State for conspiring to kill reservation in promotions by first befooling politicians including Ex-CM Mehbooba Mufti and now the Governor's State Administrative Council (SAC), the leaders of socio-religious, retired employees forum, unemployed youth/students and women wings of Jammu Kashmir Reserved Categories Empowerment Alliance (JKRCEA), in press conference held here today.
They threatened to start mass agitation if the SAC under headship of Governor, who is otherwise the custodian of Constitution, fails to implement Apex Court rulings given on 15th May & 6th June 2018 wherein, 3 judges bench has directed the Union of India to go ahead with reservation in promotions as it was earlier, to some negate judgments by different High courts and the Apex court benches.
While talking to the media persons, the heads of various wings of JKRCEA have said that they unitedly stand for SC/ST/OBC communities of J&K whose population is approximately 35-40 lakh and in one voice condemned the non-responsiveness of initially coalition govt. in defending its position on the issue of reservation in promotions and now the SAC in spite of the fact that scores of delegations of reserved categories had met Governor N.N. Vohra as well as two advisors B.B.Vyas and Khurseed Ganani.
The leaders also criticized some caste based organizations of Jammu region who unnecessarily oppose the provisions of reservation in promotions. They warned that if these upper caste organizations continue with their anti SC/ST/OBC and anti-reservation attitude, SC/OBCs coming under Hindu fold shall fully dissociate form them and in the event they will come to mere minority comprising of only 18-20% of the otherwise Muslim dominated J&K state.
Sham Lal Bassan, President Dalit Chetna Manch while speaking on the occasion said that initially the state bureaucracy took stand that High court has stuck down these provisions of reservation in promotions but now after clear directions from the Apex court and circular directions from DOPT, GOI, these bureaucrats are lingering on with the file and in spite of more than two months of the directions, the SAC has failed to act upon the direction of GOI.
