Srinagar, Aug 11: Residents of Budgam and Barmulla districts whose land has been "illegally" acquired by erecting towers and laying new transmission lines under Northern Region Strengthening Scheme (NRSS-29) are alleging that the company M/S Unitech Power and M/S Sterlite are involved in bungling and illegal practice. The farmers allege that majority of the affected farmers are not paid compensation at all while as their land has been turned useless whose commercial and value is at stake now.
Details available with Early Times reveal that work on Jallandhar Samba Amargarh power transmission line also called Northern Region Strengthening Scheme (NRSS-29) is going on at full pace in Baramulla and Budgam districts but the payment of fair compensation is made only to blue eyed people. Sources say that at many places the line passes over agricultural / horticulture land but no compensation has been paid as the commercial and agricultural value of land has come down drastically. In village Sherpora Pattan 16 kanal of land belonging to one Ajaz Bashir Mir has been allegedly turned useless as the transmission line passes over his orchard.
"I hail from Srinagar , my family has 16 kanal land at Sherpora Pattan. We had plans to construct a house and develop an apple farm but without my consent the transmission line was laid and now neither I can construct a house nor can I plan to plant high density apple trees in my orchard which was my dream from last few years . I have now moved to court of law which has given a very encouraging interim relief to me directing the authorities to pay me compensation and rehabilitate me as per the law of land " said Ajaz Bashir while talking to Early Times
Sources say that private company against its corporate policy has allegedly hired some goons and touts who are forcing people to give land and in return either meager compensation is paid or no compensation is totally denied in several cases.
Sources say that many people whose land has not at all been acquired are also paid compensation as they happen to be paying either cuts to the private firm or are relatives of the touts and local mafia. In some areas local police, revenue and horticulture department officials are also involved in this unholy practice.
As already reported last by Early Times Northern Region Strengthening Scheme (NRSS 29 ) is the largest private sector transmission project awarded in the country till date. The project is critical for meeting the power requirements of the state of Jammu & Kashmir. The existing transmission corridor passes through the Pir Panjal region, which is prone to landslides, resulting in the snapping of transmission lines and towers. To mitigate these issues, an alternative route has been proposed through the NRSS to ensure that the corridor is not affected by landslides and has 100 per cent uptime. The project will deliver over 1,000 MW of electricity from Punjab to the Kashmir Valley by strengthening the National Grid. To strengthen the transmission system in Jammu & Kashmir and Punjab, NRSS-XXIX Transmission Limited will commission three 400 KV Double Circuit transmission lines and one 400/220 KV GIS Substation. Post commissioning, the company would operate and maintain the line for a minimum tenure of 35 years.
The Government is after the company to undertake necessary measures for ensuring completion of Jalandhar- Samba-Amargarh electric transmission line, maintaining that it would go a long way in upgrading and augmenting the transmission network in the state, besides ensure that power to the tune of 1000 MWs can be imported to the State from the Northern Grid. But due to misappropriation of funds by some employees of company the people are ultimate sufferers which is bringing bad name to this company. Sources say that lot of bungling has happened in Watrad Khansahib, Kachwari Khansahib, Bonen, Kutbal of Chadoora and many areas of Budgam district.
" We appeal Governor N N Vohara , his advisor B B Vyas and Chief Secretary to initiate a probe in this issue so that justice is delivered " said Ghulam Mohammad a resident of Khansahib Budgam.
