DC Kishtwar modifies transfer order of Patwari within hours

KISHTWAR, Sept 26: In a glaring example of political interference in working of District Administration in Kishtwar District, Deputy Commissioner today modified the transfer order related to Patwar Halqa Kishtwar after Additional Deputy Commissioner issued the said transfer order, perhaps without any doubt after seeking the approval of DC before issuing the transfer order.
As per the details available with "Early Times", due to implementation of model code of conduct, ADC vide Order No. ADCK/N/018/412-19 Dated 25-09-2018 issued the transfer order of two Patwaris by swapping their place of positings as Patwar Halqa Kishtwar is said to be the local hailing from Ward No. 9 of Municipal Committee .
"In the interest of the Administration and smooth functioning of Government work, transfers and posting of following Patwaries in respect of District Kishtwar is hereby ordered with immediate effect."
As per the said order Molvi Javed Iqbal, Patwar Halqa Kishtwar has been transferred as Office Patwari Tehsil Office Nagsini while Fida Hussain Giri who is under transfer as Office Patwari Nagsini has been appointed as Patwar Halqa Kishtwar and both the Patwaries as per the order of ADC had been deemed to be relieved from present place of postings.
The sources in the administration inform the "Early Times" that as soon as the order was made public today, there was a political storm over the posting Fida Hussain Giri as Patwar Halqa Kishtwar without taking local BJP leadership on board forcing the Deputy Commissioner to modify the order of ADC with regard to posting of Fida Hussain Giri as Patwar Halqa Kishtwar.
"In the interest of the Administration and smoo-th functioning of Govern-ment work, following modi-fication to Order No. ADCK/N/018/412-19 Dated 25-09-2018 is hereby order-ed with immediate effect," reads DC Kishtwar order further adding that Fida Hussain Giri who was earlier posted as Patwar Halqa Kishtwar by ADC Kishtwar shall continue as Office Patwari Tehsil Office Chatroo vide order No. ADCK/N/018/364-368 Dated 6-09-2018 shall remain intact.
While Patwar Halqa Matta Satish Kumar has been ordered to hold the additional charge of Patwar Halqa Kishtwar till further orders.
As soon as the orders started making rounds in social media, the social and political activist started criticizing the Deputy Commissioner for transferring a Patwari merely on the grounds that he hails from MC Kishtwar which is schedule to be going to poll on 10-10-2018 added that even Returning Officers and Assistant Returning Officers are locals, but they were neither replaced nor transferred.
The people also said that many officials were posted in Kishtwar District during PDP-BJP regime which clearly shows that the elections to local Bodies and Panchayats could be under cloud as the administration sympathies clearly shows tilted towards BJP who is contesting these elections while its former alliance partner PDP and NC had already boycotted these elections.
Several Revenue employees also shows great concern of degrading the institutional values by issuing transfer order at political will and whips and called upon the Chief Electoral Officer J&K to look into the issue and take necessary step towards restoration of confidence among the contesting candidates of Municipal Committee as well as in Panchayats by transferring the officials with political backed postings in the District.
