JKEEGA demands service security of Engineers before unbundling of PDD

Jammu, Sept 29: A deputation of Jammu and Kashmir Electrical Engineering Graduates Association (JKEEGA) headed by its president Er Harvrinder Singh called on Commissioner Secretary, JKPDD and apprised him about the apprehensions raised by the engineering fraternity of JKPDD regarding the unbundling of JKPDD and the creation of Tradeco in pursuance to SRO 396 dated 11th September 2018.
The Commissioner Secretary was apprised that engineering fraternity is not against the reforms but at the same time it was demanded that there should be absolutely no reduction of posts in engineering staff as Engineers are already facing lot of difficulties in regularization which has not been done for the last about 17 years in PDD.
It is pertinent to mention here that if the sanctioned strength of the parent department PDD is reduced by the number of posts transferred to Tradeco, then this will further reduce the number of regularized posts thereby jeopardizing the career prospects of Engineers on deputation as was done in the case of the corporatization of JKSPDC.
Further, the association demands assurance from the Government that all benefits guaranteed under present service rules viz-a-viz pension after superannuation, family pension, death cum retirement gratuity, leave salary, compassionate services etc shall be protected. JKEEGA is of the opinion that the service conditions and career progression of the PDD employees shall be safeguarded before corporatization.
The issue of regularization and huge number of vacant posts were also brought to the notice of Commissioner Secretary. The Commissioner Secretary was apprised that the file of regularization is pending in the HRM section of PDD since past few months and the same is to be forwarded to PSC for further process.
Moreover, total vacancy at AEE and AE level, as on date, is about 110 and 140 respectively which is creating a lot of man power shortage. The Administration is pressing hard to complete the Center Sponsored projects in time like DDUJY, IPDS, SAUBHAGAYA whereas on the other hand the administration is not paying heed to the clearance of files so that the posts of AEE and AE can be filled for smooth functioning of the department.
It is pertinent to mention that the resultant vacancy at the level of AE accumulates to around 250 and under such circumstances department is being pressurized to complete these schemes without manpower.
