Political, official monopoly at PHQ blamed for stagnation

kishtwar, Sept 29: The Sub Inspectors who were appointed in the Executive Wing of Jammu and Kashmir Police have rued the official apathy with regard to their promotions, saying they are a dejected lot that has been denied promotions unlike the KPS carders officers who got two promotions in their career of 18 years since 1999.
The KPS officers had succeeded in persuading the former Chief Minister to create JKPS cadre and time-bound promotion was later given to them by the former Governor soon after the imposition of Governor rule in the state. On the other hand, the Sub Inspectors of Executive wing are yet to be promoted even after two decades.
Speaking to Early Times one of the aggrieved SIs said: "The SIs of Executive Wing of Police deal with the day to day operational, law and order, investigation, VVIP duties etc, but we are not encouraged as we are junior and subordinate to IPS and KPS officers."
"The real field work is practically executed by these subordinate officers and their sacrifices in anti-militancy operations, presence at the spot of every incident is a proof of their responsibility and efficiency makes them the actual cutting edge officers," he said.
Another aggrieved said that while the SIs of Armed police appointed in the year 2003, 2004 have been promoted about five years back, the SIs of 2006 batch of Armed police are also being considered for promotion as process in this regard has been set into motion by PHQ by calling their service books. Also, the SIs of ministerial cadre of 2008 batch were promoted too in 2017.
On the other side about 26 SIs of 2001 batch executive and about 90 SIs of executive of 2002 batch are still stagnated in the same rank for last 17 and 16 years respectively and are counting the days left for their retirement.
"The career progression is not the sole right of the KPS/Gazetted officers, SIs of Armed Police and ministerial cadre, but the SIs of Executive Police also deserve promotions as they are stagnated in one rank for last 17 years," said the aggrieved.
They said the utmost discrimination and humiliation is being faced by the SI executive of the above batches as not only their peers but their junior counterparts in the armed police who have been promoted as inspectors manage their postings in executive police by establishing their contacts at PHQ.
The junior officers of armed police in this way are ruling over the seniors of executive police.
"The humiliation does not end here, as SIs of Armed Police who are promoted against the post of Inspector Armed, get placement above the SIs of Executive police since the seniority of Inspectors of Executive, Armed and Auxiliary Police is maintained commonly. But this is not the case with the Inspectors of Steno, Ministerial. Photography and Telecom cadre whose seniority is maintained separately for these cadres," they said.
They said the relevant provisions for framing of seniority for J&K Police are same in CSR and Police Rules but, the framing of common seniority list for only three cadres of Inspectors is not only against the rules but a deliberate practice adopted by PHQ to grant undue benefit to the Armed cadre who scale a march over the seniors of Executive Police by taking benefit of accelerated promotions in Armed Police.
It is pertinent to mention that the issue of stagnation as well as the other service matters were raised by Early Times in its issue dated June 25, 2014 when the then DGP K. Rajendra had taken over the reign of J&K police for the second time. At that juncture, DGP had agreed to look into the matter of promotion and other allied matters; but the matter even remained as such today and the DGP himself got extension and served for third term but he kept the matter pending as he was more concerned about his personnel career and keeping under the carpet the 'COC' (carriage of constabulary) fund scam which took place under his command in J&K Police in which lakhs of rupees were siphoned off from public exchequer by various DDOs of JK Police by showing ghost vehicles to have been used in elections.
It is again pointed out here that grievances put forth by these stagnated SIs of Executive Police in the darbars held by the recently removed DGP at various point of time pertaining to their promotion yielded no result and all the assurances of DGP ended up in futility. The ignorance of the recently removed DGP JK Police about the stagnation in Police is gauged from the fact that he showed his utter ignorance about any stagnation in the rank of SIs when one of the stagnated SIs appeared before him in a so-called Police Darbar recently held at Samba despite the service books of all stagnated SIs are lying at PHQ since last over two months for conducting of DPC.
"The former DGP was more concerned in facilitating the allotment of tenders in construction of Police buildings particularly in Kathua to his nears and dears which needs a through probe," they alleged and added that he also totally failed in properly looking into the service matters of the Police jawans as AIG personnel who was removed by the former governor on the charges of mismanagement in PHQ managed a stay from High court under his nose.
They said that the latter was a close associate and in absence of proper handling of AIG Personnel Branch, the service matters of the jawans came to a grinding halt since no DPC was conducted in the year 2018.
They said that OSD to Advisor K Vijay Kumar is also seized of the matter.
