Jammu, Dec 19: Additional Deputy Commissioner (ADC) Udhampur who is also the designated Public Information Officer (PIO) in the office of Deputy Commissioner was finally summoned by the State Information Commission (SIC) in Jammu on Wednesday. The officer attended the hearing before SIC as information seeker had filed a complaint against him alleging that ADC / PIO had grossly violated the RTI law and didn't provide correct information vis a vis land grab on banks of Tawi by a private construction company that is involved in construction and expansion of national highway from Udhampur onwards.
Details available with Early Times reveal that complaint titled Dr Raja Muzaffar Bhat V/S PIO / ADC Udhampur was listed before Mohammad Ashraf Mir (Information Commissioner) at Jammu office of State Information Commission (SIC) on Wednesday. During the hearing, Information Commissioner was not satisfied by the arguments of PIO / ADC Udhampur as information provided to complainant on illegal occupation of land by Pvt Company Gammon India was bit confusing. The PIO in his reply said that 10 marlas of land was allotted to the company but during the hearing before Information Commissioner, PIO / ADC said that 45 kanals of land was under illegal occupation of company. ADC Udhampur informed commission that an inquiry had been initiated by DC Udhampur and report would be submitted to SIC soon. As reported already making mockery of Right to Information Act (RTI) , the office of Deputy Commissioner (DC) Udhampur seemingly having no knowledge of RTI Act had authorized a Naib Tehsildar to respond to RTI applicants. Vide RTI reply No: LA/ADC/746-49 Dated: 27.7.2018 the Naib Tehsildar Land Acquisition section DC office Udhampur has responded to an RTI applicant who sought details of illegal land filling being done in Tawi nallah by a private construction company on Jammu Srinagar National highway at Moudh village. Instead of getting a response by designated PIO ie Additional DC (ADC) Udhampur, Naib Tehsildar in DC office has allegedly submitted a vague response and addressed the same to Assistant Commissioner Revenue (ACR) who is also the Assistant PIO (APIO) in DC Office. Feeling agitated information seeker had filed a complaint before State Information Commission (SIC).
