Planning deptt's enquiry report goes missing'

Jammu, Dec 21: Showing thumbs to enquiry ordered by Planning, Development and Monitoring Department into misappropriation of funds for three model villages in Chhamb constituency, the 'heavyweight' BDO Khour, now Deputy Secretary, ARI and Training Department escaped action by allegedly manupulating the committee members.
Sources in Civil Secretariat familiar with entire development informed Early Times, the enquiry committee could not extract any wrong doing after lapse of more than 14 months of its constitution.
"Sanction is here by accorded to constitution of committee to ascertain the quality of works executed under BADP in model villages of Pargwal, Palanwala and Sainth in Chhamb constituency headed by Chief Engineer, PWD (R&B), Jammu as Chairman, Executive Engineer, PMGSY, Jammu Assistant Executive Engineer, PMGSY Jammu and Assistant Director, CSS/BADP, PD&MD were member of the committee", copy of Govt order number 326-PD of 2017, dated 18/10/2017 read.
The order further revealed that the committee has to submit its report within 15 days to Planning, Development and Monitoring Department. "Astonishingly, instead of 15 days, 14 months have passed, but no further action has been taken into the scandal committed by the BDO", they said and added that the then BDO placed orders for purchased materials and ambulances raising liabilities to several crores.
"Proposed model villages were to be developed by Khour Block, but the BDO manipulating the DPRs, purchased material including tiles, crates and other items to earn more and more commission from the suppliers", they said and added that unabated orders placed by the BDO also raised liabilities 10 times more than the allocated budget.
Sources alleged that the officer has managed to evade cases registered against him by anti-graft agencies in the past. "He is enjoying patronage of an IAS officer, who is reportedly using his connection in erstwhile, state vigilance organization (SVO)", they said and added that it was not an isolated case where a high level enquiry against him died down instead of reaching a logical conclusion.
Principal Secretary, Planning, Development and Monitoring Department, Rohit Kansal could not be contacted for comments.
