Govt's half-hearted approach mars languishing projects
No 'formal' directions issued to Deptts

Jammu, Dec 26: Although Government took commendable initiative to complete various languishing projects which were shelved due to paucity of funds, but two months since the decision was taken in this regard, no formal directions were issued to the concerned departments.
Sources told Early Times that in order to complete unfinished projects, the government had started a programme and in this connection it set up Jammu and Kashmir Infrastructure Development Finance Corporation to fund the concerned departments to complete languishing projects. The PW (R&B) Department has been asking contractors to take up incomplete work without formal assurance. "The Chief Secretary has taken around five meetings so far with concerned officials in this regard and subsequently the concerned department further issued order to Public Works (Road and Building) Department only verbally and no written communication was issued to them," they said further adding that about 1000 projects of all sector have been taken up under this programme. They further said that around Rs 400 crores' projects of PW (R&B) Department are involved in this programme and Division Level officials are further issuing verbal directions to the contractors to take up the unfinished works and complete them within specified time period of two to three years. Although JKIDFC had to release funds for these projects but no such assurances have been given to the contractors for the early clearances of their payments bills by the concerned department which has raised suspicions among the contractors. If situation remains same, then the main purpose of this programme will not be fulfilled. "No road map has been chalked out to execute this programme. Mere uploading list of the languishing projects on websites taken up and making castle will serve no purpose. Written directions should be passed to give boost to the projects so that a sense of assurance prevailed among the contactors and they worked fearlessly," they said.
