Jammu, Dec 26: Involvement in fraudulent withdrawal of HRA allowance, an influential civil secretariat union leader is trying his best to divert government attention as the official before resigning from union leveled serious allegations saying J&K civil secretariat had become a hub of corruption.
Reliable sources from Civil Secretariat told Early Times that couple of days ago, the government received a complaint against the leader regarding fraudulent withdrawal of House Rent Allowance for the last many years and without any delay the government has initiated an enquiry against him.
"After leveling serious allegation against Civil Secretariat Administration the Union leader submitted resignation to Commissioner/ Secretary to Government, General Administrative Department (GAD). Will the government take action on those allegations leveled by union leader or is it a stunt to divert government attention."
Sources further said that the employee is hoodwinking government for the last many years and fraudulently withdraws HRA allowance @16% on basic pay, holding responsible post in the the RDD department as well as Civil Secretariat Union.
Gravity of the situation could be gauged from the fact that the employee's spouse also working as 'Section Officer' in Cultural department of civil secretariat. It is very interesting that both the employees are secretariat moving employees and have got government accommodation but both are getting HRA.
"Both the employees are husband wife, one of them got government accommodation facilities in Jammu when the secretariat is running there and other got same facilities in summer capital, interesting both sharing accommodation during secretariat move but withdrawal monthly HRA", Sources said.
As per rules, a government servant shall not be entitled to HRA allowance, if he/ she resides in accommodation allotted rent free to another government servant. He/ She resided in accommodation allotted to his/her parents, son, and daughter by the government. His wife/her husband has been allotted accommodation at the same station by the government whether he/she resides in that accommodation or he/she resides separately in accommodation, rented by him/her. In case where husband /wife, parents, children two or more of them being state government servants share accommodation allotted to another government servants, house rent allowance will be admissible to only one of them at their choice. But these powerful employees have got the accommodation facilities as well as HRA allowance of the capital cities in violation of set norms envisaged in the book of law.
