5 yrs on, 5 kms link road from Draina to Ghuraka awaits completion

Jammu, Jan 5: In what could be termed as lethargy of the Public Works (Road and Building) Department of district Doda, five kilometre link road from Draina to Ghuraka of Tehisl Bhalla could not be completed in five years.
Mohd Yaqoof, a local resident told Early Times that in beginning of 2013 the construction work of said link road commenced but till date the department completed three kilometres of the road only. Two kilometres has not started for reasons best known to higher authority of department concerned.
"Despite allowing executing agency to utilize private land in construction of said road even without acquiring the same through land acquisition act, the department us working at snail's pace," he said adding that the first three kilometres work was allotted to one Sajjad Hussain Sheikh (contractor) but he has not completed the construction as per specification and requirement which the department is unable to proceed ahead in the matter.
Rajesh Kumar another resident of Ghuraka said rest of other two kilometers work were allotted to two different self help groups but both of these groups adopted the same analogy thereby putting the public of villages Ghuraka, Cheka, Mohara Shaban, Mohara Chorie, Mohara Banthan into loss because the land was utilized by the contractors in such a way that neither it is feasible for safe travelling and on the other due to incomplete work by the department is unable to call tenders for taking up the road for metal and macdimization.
The locals further said that the matter also in notice of Deputy Commissioner Doda. They requested the officer to asked PWD officials not to make payment for the work done till the link road would be completed upto 5kilometers.
Wishing anonymity an official of department concern said that the official of department deputed on said road was threaten by some of the land owners in one way or the other because at present there is patch of land where the contractor is being objected by land owner by way of putting some fencing etc which merits intervention of Revenue department as well. PW(R&B) Department Superintending Engineer Doda was not available for comments.
