JAMMU, Jan 5: The Universities of Jammu as well as Kashmir have been violating the University Grants Commission (UGC) regulations by denying salary/emoluments to contractual Assistant professors at par with those engaged on regular basis.
The section 13.0 of the UGC norms with regards to 'Minimum qualification for appointment for Teachers and other Academic Staff in Universities and Colleges' reads, "The fixed emoluments paid to such contract teachers shall not be less than the monthly gross salary of a regularly appointed Assistant Professor."
The contractual lecturers engaged in both the varsities informed Early Times that in violation of the 2018 regulations, both the Universities have been paying merely Rs. 28,000 PM, which was nearly half of the salary paid to a regular Assistant Professor.
"When the qualification for a contractual as well as regular Assistant Professor is same and UGC regulations are also directing the Universities to pay equal salary, then why such discrimination has been perpetrated by the University authorities to contractual professors", a contractual lecturer questioned.
He further said that in the Delhi University, the contractual lecturers were being paid at par with regular Assistant Professors. "There should be no discrimination with the contractual professors and such violations must be stopped instantly", the lecturer said, adding that the Governor administration must take cognizance of the matter and instruct the Higher Education Department to iron out the anomaly.
Registrar of Jammu University, Dr. Menakshi Kilam said that both the universities have forwarded a proposal to Higher Education department for the revision of the salaries, to be paid to the contractual lecturers. "The decision has to be taken by Higher Education department", she said. |
