RDD Kishtwar denies info under RTI Act

Kishtwar, Jan 9: The Rural Development Department in Kishtwar District continues to play hide and seek with the information seekers by denying information to them under RTI Act 2009. Four months on, information sought by Syed Rohit Sajad Son of Syed Sajad Hussain Resident of AP Dugga, Giri Nagar Kishtwar under RTI has not been furnished.
The applicant in his RTI application seeks the information pertaining to period from 2010-11-2017-18 and asked for information on certified list of vendors & Skilled Workers of all Panchayat registered both online and offline, certified copies of contingent Register maintained under all heads showing Administrative Heads with codes along with detail of funds received and utilized with regards to Panchayat Contingent under MGNREGA Head, Office Contingent under MGNREGA Head, Model Village (Village Singpora of Panchayat Inderwal C), Swachh Bharat Mission (Under NBA Head), CDF, MPLAD, PMAY (Rural), IAY, Details of works executed under 13th & 14th FC Plan (All Panchayat Wise) along with copy of muster sheets, estimates, Measurement Books, Work Register and details of payments made thereof along with the details of labor suppliers, the copies of issue & receipt statements of Cement, Crates, Tiles, Tree Guards, Sign Boards (Component wise) along with certified copies of the quotations comparative statement bills & vouchers, supply orders of all Panchayats. The information sought by the applicant is about a major scandal in the RDD wherein many heads will roll in case the details were made public under RTI Act 2009 as a result of which the department of the RDD including ACD Kishtwar and Assistant Director Finance in RDD had put the gag on disclosing the information to the RTI applicant as same will open the Pandora box in which several ACDs and a former director RDD has already been facing the inquiry through state vigilance Department (Now renamed as Anti Corruption Bureau). Some sources close to RDD urged upon the ACB to inspect the documents pertains to the information seek by the RTI Applicant as same will help the state ACB department in unearthing the major scandal in Kishtwar District in which several top rank officials were directly involved.
