'Guilty' in recruitment scam, Dilbag Singh lectures on professionalism

Jammu, Jan 9: Director General of Jammu and Kashmir Police, Dilbag Singh, who was once found allegedly "guilty" in recruitment scam in the department has started giving lectures to police personnel on "professionalism and dedication" while performing their duties.
While addressing a police function here recently, the DGP rewarded 38 Police personnel of Jammu and Kathua districts for showing "professionalism and dedication while performing assigned duties."
A press release from the police department said that "DGP accorded sanction to the grant of Class 1st Commendation Certificate along with cash reward to the 22 police personnel of Kathua district for exhibiting professionalism and hard work in working out robbery case."
The DGP has also rewarded 16 personnel of Jammu district with Class 1st Commendation Certificate along with cash reward for their "hard work and professionalism" shown by them.
The DGP in question happens to be the same police official who as then Deputy Inspector General of Police was found "guilty" in a recruitment scam almost two decades ago.
During the year 1998, as the DIG of south Kashmir, Singh had come under the scanner for irregularities in the recruitment for the post of constables for the said zone as he happened to be the head of the recruitment board.
Officials said that in the wake of a formal inquiry into the matter, he was placed under suspension, while the selection list as was made by him was quashed.
One high level inquiry that was established to look into the matter had found "gross irregularities" in the said recruitment process.
The inquiry report had said that "Whereas vacant posts of Constable of Police of District Anantnag were referred by Director General of Police to the Recruitment Board and a select list of 470 candidates was prepared by the said Board headed by Dilbag Singh, IPS Addl DIG Anantnag-Pulwama; whereas serious allegations were leveled against the selection process, and taking notice of the allegations, Director General of Police had ordered a preliminary enquiry into the said recruitment vide PHQ No:- APPtt-26536-37 dated 14-07-1998 and entrusted the same to Dr Ashok Bhan, IPS, IC Armed Police, J&K" who is widely known for his honesty and integrity.
The said report added that "After test checking of records and carrying out verification of 31 cases, came to conclusion that gross irregularities were committed while making the selection, raising doubts about the intentions of the Recruitment Board."
Singh was appointed as the full-time director general of the Jammu and Kashmir Police in October 2018.
Despite repeated attempts, the DGP couldn't be contacted for comments.
