JK govt fails to utilize funds under AMRUT

JAMMU, Jan 9: With an aim to boost urban infrastructure, the Union government launched Atal Mission for Rejuvenation and Urban Transformation (AMRUT) mission for five cities of Jammu and Kashmir but against the central assistance (CA) of worth 407 Crores, the state government utilized only Rs 160 Crores in last four years.
As per the information provided by housing and Urban Affair reveals that the union government had came five cities of Jammu and Kashmir under the AMRUT mission in June 2015 wherein Jammu Srinagar, Kargil, Leh and Anantnag were shortlisted under the mission to urban infrastructure and announced that one lakhs crores would be spend in each district in five years from financial year 2015-2016 to 2019-2020.
"Ironically, the state government has submitted worth Rs 160 Crores utilization certificate before the central ministry and remaining one are still unutilised", the document reveals.
The sources informed that however, in State Annual Action Plan (SAAP) the government has gave approval for Rs 593.05 Crores but against the SAAP amounts the Union government gave commitment for central assistance (CA) of worth 533 Crores including Rs 265.15 Crores for new projects, Rs 9.89 Crores for Administrative and other Expenses (A&OE) whereas Rs 127 Crores sanctioned for Eligile JnNURM Projects.
Besides, the union government has released Rs 4.2 Crores for Reform incentives and Rs 1.04 Crores for GIS Based Master Plan.
They further said that despite release of Rs 407.52 Crores, the state government has utilized only 160.42 Crores so far and remaining ones are underutilized. "However, the thrust areas of the mission are water supply, sewerage & septage management, storm water drainage, green space and park and non-motorised urban transport. Besides creating infrastructure for basic amenities but the government seems least bothered about it", said sources.
The callousness on part of the state government can be gauged from this fact that under the AMRUT mission's one lakh Crores outlay, nearly half (50,000 Cr) would be spent by State and Urban Local bodies funds but the state government neither the utilize the Central Assistance nor release state share for the development of five cities so far.
