Directorate fails to implement GAD order on detachment

JAMMU, Jan 9: The Director School Education Jammu has so far failed to implement General Administrative Department (GAD) order as well as its own order on detachment of employees as over two dozen have still been enjoying attachments at Director's office Jammu.
According to documents in possession of Early Times, the GAD vide order numbers 22-GAD of 2018 had directed all the Administrative Secretaries of government departments to cancel all attachments of government employees.
The administrative secretaries were asked to furnish the action taken report with regard to the cancellation of all attachments of government employees to the department immediately, it reads and the copy of letter, mentioned as most urgent, was also forwarded to Chief Secretary for information.
In compliance of the order, the then DSE Jammu on 2/8/2018 had issued an order and cancelled all attachments mentioning names of over 25 teachers as well as lecturers enjoying attachments at DSE office.
Sources said that some of the employees joined their actual place of postings while some ignored the order, after which on vide order number GAD (Adm) 34/2018-III dated 21-12/2018, the GAD issued another order for furnishing a report of detached employees.
But according to sources out of the 25 detached employees, a total of 11 have not joined their actual place of posting and are still enjoying their attachments at DSE office Jammu. These detached employees include Lecturers, Masters and teachers.
"These employees who are still enjoying attachments are most influential ones and have strong connections in power corridors despite Governor' rule in the state", sources said, adding that apart from the list of 25 attached employees, over 10 more have been enjoying attachments, on one pretext or the other.
"It is surprising that despite repeated orders and directions, the attachments have been going on unabated and escape the eye of Governor office as well as higher officials", sources said, adding that an enquiry must be initiated against the employees and officers responsible for such attachments.
Director School Education Jammu Anuradha Gupta as well as Secretary School Education Ajeet Kumar Sahu didn't pick up their phones for comments.
