Early Times Report
Kishtwar, Jan 14: Even though the people of Jammu and Kashmir voted whole heartedly for change in 2014 assembly elections, but even after three and half years much hyped PDP-BJP reign & BJP controlled Governor Rule in the state of Jammu and Kashmir, nothing has been changed on ground as many officers who rule the roost during NC-Congress regime and other previous governments are continuing to enjoy posting as per their choice and whips.
In one such case, in charge Assistant Executive Engineer (AEE) Roads & Building Special Sub Division Marwah is enjoying his posting in the same area since last 25 years. As per the details available with Early Times, former BJP Minister Sunil Kumar Sharma who held the charge of Minister of State for R&B in Mufti Mohammad Sayeed government managed to post Mohammad Aslam Lone as Executive Engineer of R&B Division Marwah within days of assuming the charge of ministry.
Lone who had a service of almost 21 years in Marwah Sub Division prior to BJP-PDP government was first posted as JE in Marwah and after serving as JE for more than 10 years, he was promoted as AE and subsequently as AEE and posted in the same division till he was favoured by the BJP government by giving him the charge of in charge Executive Engineer before he was removed from the said post.
Sharma bated for the posting of Lone as in charge Executive Engineer R&B and successfully managed his posting despite opposition by the party leadership. The people now once again demand his immediate transfer from Marwah as sacking him from I/C Executive Engineer Special Sub Divison Marwah few weeks ago is not sufficient as the officer is posted in the area since last 25 years and had established his based within the system where the officer according to the contractors is manipulating the official works and is hand in glow with some influential contractors of the area as well as that of Kishtwar District and some outsiders.
The locals as well as contractors informed that the said Executive Engineer faces many inquiry of corruption in Vigilance as well as in crime branch adding that his appointment as in charge Executive Engineer R&B Division Marwah comes as surprising for many including to local BJP and PDP workers who had filed several complaints against him in past accusing him of prompting corruption.
A founder member of PDP also wrote a detailed letter to former R&B Minister Altaf Bukhari at that time demanding his transfer from Marwah, beside setting of an inquiry commission to probe the corruption charges against this high profile government servant, but his posting as in charge Executive Engineer R&B Division Marwah has come as shocker for him and other party workers and recently he was also given the drawing and disbursing powers that was too withdrawn after Early Times news report.
The people are now pinning hope that Govornor Satya Pal Malik will act against this high profile officer by transferring him out of Marwah Sub Division so that the monopoly created by this officer in the area could be ended and broken down so the poor and lower class contractors who were ground by this officer will get an opportunity for work so that they too could feed their family members.
It is pertinent to mention that government of Jammu and Kashmir in last over 25 years spent crores of rupees for construction roads and buildings in remote area of Marwah in Kishtwar District, but despite spending huge amount, nothing is visible on ground and majority of the areas in Marwah are still unconnected by means of roads, communication and electricity even after 71 years of independence.
