A fortnight before retirement, CEO in hurry to transfer teachers

Jammu, Jan 14: The Chief Education Officer (CEO) Kathua has constituted a committee for the transfer of teachers that too at a time when he is on the verge of his retirement and the academic session in Jammu province is also at its peak.
Moreover, setting a new precedent, the Zonal Education Officers (ZEOs) have been ignored but Principals have been included in the committee due to reasons best known to him.
The committee members include Deputy CEO Kathua Prem Singh, Principal Higher Secondary School Bani Ashok Kumar, Principal Higher Secondary School Barwal Rakesh Jasrotia and Principal HSS Kathera Rakesh Kumar Sharma.
The committee has been asked to consider the applications received by CEO office for transfer of teachers and has to prepare the transfer proposals so that the transfer process would be completed by 25th of January.
But CEO Kathua, Bishan Singh is scheduled to retire from government services on January 31 and moreover at present the academic session in Jammu province is at its peak and ordering transfers at such crucial juncture will prove detrimental to the interests of students, a teacher said.
Though usually the Zonal Educational Officers (ZEOs) are members in the transfer committees, if any constituted, as they already have the lists of teachers but as per the CEO's order, the ZEOs have been asked to assist the Committee members (School principals) to make the transfer proposals.
Moreover, non-gazetted section of the CEO office has been directed to provide all the relevant record lying with them to the Committee members. "If the CEO is superannuating on January 31 then why he is in hurry to make transfers that too when session is also at its peak", a teacher said, questioning why ZEOs were ignored .
The teacher further said that another outgoing CEO Kathua had also affected mass-scale transfers of teachers just few days before his retirement. "This CEO is also trying to follow the footsteps of his predecessor by making transfers", the teacher said, adding that the powers of the CEO must be seized by the higher authorities.
Director School Education Anuradha Gupta said that some of the areas of district Kathua fall under winter zone where the transfers could be made as per the requirement. Moreover there were some schools where there is excess of teachers and in some schools there is shortage of teachers, which needs to be rationalized.
On the question of Principals rather than ZEOs, she said that it was the prerogative of CEO to include the members but ZEOs are there to provide the details. She said that she would look into the matter.
