Engage separatists and Pak in talks and add to job potential

While on one hand Pakistan prime Minister, Imran Khan, supports dialogue with India on the other hand the year 2018 saw the maximum ceasefire violations. As many as 2936 incidents of ceasefire violations had been resorted to by Pakistani Army. The number of ceasefire violations of 2936 has been the highest during the last 18 years. This clearly indicates that Pakistani Army has gone on the offensive and were aiming to push groups of militants into Kashmir and that is the reason for increased incidents of violence. These militants, soon on infiltrating into the Kashmir valley, have been asked to travel to south Kashmir where the atmosphere is congenial for resorting to incidents of violence. And those who have been crossing into Kashmir have another task on hand. They have to recruit local boys so that an impression is available that it is all indigenous struggle. This means that Pakistan could not be blamed for either exporting terror.
Former Chief Minister, Omar Abdullah, has blamed the Government of India for creating a situation which is conducive for incidents of violence. Despite the fact that parents of the boys, who have joined militancy, were desperate when their wards did not listen to their pleas. And Omar Abdullah is berating the Army and the Government India for vitiating the atmosphere. In fact when Omar Abdullah was the Chief Minister, between 2008 and 2014, militants continued to resort to incidents of violence and the Pak Army continued to resort to ceasefire violations. Though the number of ceasefire violations were not as many as recorded in 2018 which means that Pakistani troops have gone on the offensive. And the only way is to allow the security forces, including the Army and the police to launch multi-dimensional and multi-direction operations in the entire state, particularly in Anantnag, Pulwama, Shopian and Kulgam areas. Once terrorists were slain it could mark the end of terrorism.
There is another way. Resume dialogue with the separatists and Pakistan. Instead of allowing them a field day let the Government of India engage the separatists and Pakistan in talks. Besides this let the Government of India come to the rescue of the state authorities by increasing the job potential. Let the Government of India announce reservation of boys and girls from Jammu and Kashmir in central Government departments, Army, Railways, paramilitary forces. In addition to this the reservation be dilated to the public sector undertakings. And the Government of India could raise additional police battalions for Jammu and Kashmir so that the educated youths get right jobs so that they do not depend on doles from Pakistan and its agencies.
