After Dachan, CDF worth crores withdrawn in Marwah without executing works

Jammu, Jan 28: The documents pertaining to withdrawal of Constituency Development Fund in far flung areas of Kishtwar District Viz Marwah and Warwan blocks has thrown light on the murkier nexus between the political activists and the officials of the Rural Development Department wherein the CDF worth crores has been withdrawn without execution of works on ground.
Documents available with Early Times, available through RTI filed by Abdul Wahid Malik and Ghulam Rasool Magrey, after highlighting the fraudulent withdrawal of CDF to the tune of Rs. 52.90 lakhs by the Block Development Officer Dachhan, Parveen Kumar and his subordinate staff sanctioned by the PDP legislator Firdous Ahmed Tak without execution of the work on ground by keeping the legislator into dark as he (Tak) might be unaware about the fraudulent withdrawal of the CDF given by him for various developmental activists in the area.
The documents available with "Early Times" reveal that an amount of Rs. 127.60 lakhs has been withdrawn out of the CDF of PDP Legislator Firdous Ahmed Tak during the year 2016-17 (Rs. 10 lakhs), 2017-18 (Rs.116 Lakhs) and 2018-19 (Rs. 1.60 Lakh) which according to the locals had been drawn without execution of the work on ground.
The bulk of the CDF amount has been withdrawn in last two years for various works in 12 Panchayats of Marwah block, but the same has been allegedly swindled by the political activist with the help of RDD officials and former BDO Marwah Raiz Ahmed Lone who is said to be instrumental behind this scandal wherein CDF worth crores had been withdrawn without execution of the work on ground.
Among major withdrawals are for Construction of P/Work at Yariaj Yourdoo (Rs. 4.99 lakhs), Karar Apan (Rs. 1 lakh), P/W NHO of G A Lone at Naber (Rs. 5 Lakh), Repairing of B/P from Pathgam to Saterwagn (Rs.4.99 lakhs) all in Panchayat Yourdoo, Construction of P/Work near land of Ghulam Mohammad Sheikh for Rs. 2 Lakhs (Qadrena), P/Work near Land of Nazir Lone for Rs. 2 Lakhs at Bhata (Pathgam), Near Land of Ghulam Mohammad Lone for Rs. 1 Lakh (Teller), Rs. 4 Lakh for P/B at Giriwan Nallah Qadrina A, Hawaj Yourdu (Rs. 3 Lakh), Grathwaji Nawapachi A (Rs. 3.50 Lakhs), Upper Nallah Machna Deharna A (Rs. 4.99 lakhs), Bun Mathwan Renie B (Rs. 5 lakh)are worth mention wherein Rs. 103.95 Lakhs has been shown withdrawn against 36 works shown executed on same date which is 15-03-2018 in various Panchayats of the Marwah block voice Invoice No. 665-700, the time when the area is mostly under the cover of snow beside the time is even not ripe for the execution of any work/cement works in the area.
Meanwhile, former National Conference Legislator Dr Shanaz Ganie too contributed Rs. 95.71 Lakhs out of her CDF that too stands withdrawn without execution of any work on ground.
Dr. Ganie provided Rs. 3 lacs for flood protection work at Nallah Deharna A, Rs. 3 lakhs each for Protection work at Nallah Hanzal, Nallah Hynan, Nallah Richal, Nallah Apan, Rs. 1 Lakh each for 21 works, all under flood protection and Rs. 2 lakhs for five different works also for Flood Protection Works in various Panchayats of Marwah Block while similar tactics were adopted by the RDD officials as was in the case of PDP legislator.
The sources told the Early Times that under a well planned nexus, some political activist on whose name the PDP & NC Legislators provided the CDF did not execute the works against whom the money was released by the Legislator added that the RDD officials distributed the said CDF amount on 50-50% share bases with them without execution of the works on ground keeping the legislator into dark as well.
The sources said that even though the documental formalities had been completed in all respects which was also vetted by the legislator, but majority of the works didn't exist on ground.
It is pertinent to mention that DC Kishtwar Angrez Singh Rana also constituted the committee to verify the works executed under CDF on ground, but failed to act in this regard along with incumbent ACD Kishtwar whose role also came under scanner as overall supervisory officer.
