Orderly runs business in RDD, BDO transferred Rs 26.37 Lakhs in his account

Jammu, Feb 6: In a brazen violation of rules and regulations, influential Orderly in Rural Development Department posted in Marwah block of Kishtwar District is holding the charge of at least five Panchayats while the genuine employees who are eligible for holding the various responsibilities in Panchayat are carving for job and have become jobless.
Surprisingly, BDO Marwah transferred Rs. 2637015 in his account as Secretary Panchayat on account of three Panchayats Viz Panchayat Teller, Ranie B and Dharna B during the year 2016-17.
As per the details available with Early Times, an orderly identified by the officials of the department as Ghulam Rasool Khan has been assigned the job of various Panchayats of Marwah block in violation of the rules and is heading the charge of various Panchayats of this remote block of Kishtwar District since last nearly 10 years.
The documents available with ET reveals that former BDO Marwah Raiz Ahmed Lone deposited an amount of Rs. 8244060 vide invoice No. 83 Dated 1-2-2017 for Panchayat Teller on account of material cost and skilled wages , an amount of Rs. 858809 vide invoice No. 446 Dated 22-3-2017 for Panchayat Ranie B and Rs. 954146 vide Invoice No. 93 Dated 27-03-2017 for Panchayat Dharna B, the all charges which was hold by Khan as Panchayat Secretary in violation of Rules & Regulations. The sources said that the said orderly is politically connected and often misuses his political affinity and also mis-projects himself as VLW.
All J&K VLWs/MPWs Coordination Committee District unit Kishtwar also called on Assistant Commissioner Development Kishtwar last year and apprised him about assigning of Panchayat responsibilities to orderly or GRS. Despite the complaint, this influential employee continue to call shots in the RDD department and played key role in embezzlement of the CDF amount provided by former NC Legislator Dr. Shanaz Ganie.
Moreover there are more than 80 GRS working in Kishtwar District while only few have been assigned with the responsibility of Panchayat related works in violation of rules and regulations
