Paucity of funds hampers CRF projects in J&K
Land acquisition cases remain unsettled

Jammu, Mar 10: With clear refusal by the Union Government to provide additional funds to the State for the disposal of land acquisition cases, the fate of Central Road Fund (CRF) projects has been hanging in balance.
Sources told Early Times that majority of newly sanctioned projects have come to standstill with the step taken by the Government of Indian for not entertaining the request of the State to pump more funds for clearance of land acquisition cases under CRF scheme.
"Projects worth hundreds of crores were sanctioned for districts including Doda, Kishtwar, Rajouri, Kathua, Jammu etc under CRF with an aim to provide connectivity to the rural areas. Public Works Department (Road and Building) had made reports for CRF projects worth Rs 1200 which were sanctioned by the GoI but the work on the these projects has yet to started due to many legal issues especially the land acquisition cases fall under the alignment ," they said.
They said further adding that the State has been taking benefit of extra financial assistance by citing poor economy of the State for many years but the callous attitude of the State Government and executing agency Public Works Department (Road and Building) to make undue delay in completion of the projects within the specified time period has been attributed one reasons which led to take this hard move against the State.
Although, the State government had to allocate Rs 70 crore from the State Plan in the current financial year as additionalilty to clear the cases just to save itself from huge embarrassment of its failure to run the central scheme, they said further adding that around five CRF projects worth Rs 80 Crore was sanctioned by Center few months back. Similarly CRF projects of approximately Rs 130 Cr sanctioned recently to State wherein major share of five projects were given to Kishtwar, three were allocated to Leh and two were to Rajouri district.
