HRM cell of Edu Deptt fails to take off

Jammu, Mar 19: Although the demand of creation of Human Resource Management Cell of Education Department was met after two years by the State Government but the staff sanctioned for the Cell has not joined fully rendering it non-functional. It has been more than a month since the staffs of seven members was sanctioned but only three people have joined so far and specifically the clerical staff has been showing reluctance to join their duties.
Sources told Early Times that the main objective of creating the Cell was to look into the issues of teachers' community like seniority of teachers, gazetted teachers and regularisations of 8000 teachers etc. which were laying pending since years.
"The issue was put up with the Commissioner Secretary of Education and the Chief Secretary for creation of Cell, who conceded the demand this year and accordingly the General Administrative Department (GAD) was directed to make arrangement of staff for the permanent Cell in Civil Secretariat," they said further adding that the GAD sanctioned the staff of seven employees consisting Additional Secretary, Special Secretary, one Section Officer, one Head Clerk, two Senior Assistants and one Junior Assistant.
"Out of staff of seven only 3 have joined including Additional Secretary, Special Secretary and Head Clerk while rest of four employees of clerical staff yet to join the duties due to which the Cell has not started functioning properly whereas the notices have been issued by the office of Commissioner Secretary Education to them for joining duties immediately," they said.
They further said that Education Sector has maximum number of human resource of around 1.5 to 2 lakhs and making their seniority list and ensuring their timely promotions is the tough job. There are thousands of teachers, who have not been regularised for last 10-15 years. Shockingly, it has been 13 years that the principals have not been regularised and this Cell will exclusively look into such issues of the teachers' community so that they may not suffer more.
