J&K RTI Act 2009 completes ten years, Govt yet to institutionalize it

Jammu, Mar 19: Jammu & Kashmir Right to Information Act 2009 (JK RTI Act 2009) completes 10 years of its enactment in Jammu & Kashmir today, but inspite of 10 long years , Government has failed to institutionalize this law. RTI Activists allege that Government officers are ganging up together to defeat this law as their corrupt practices get exposed when people seek information under RTI from developmental departments.
As reported already few months back J&K High Court disposed off a Public Interest Litigation (PIL) on implementation of Right to Information Act (RTI) especially about creating RTI awareness, the Government is yet to start a campaign on training Government officials and citizens as mandated under section 23 of J&K RTI Act 2009.
"Section 4 of J&K RTI Act 2009 makes it mandatory on Public Authorities to digitize the official record and make the disclosure of same on official websites. This was to be done within 4 months of the enactment of RTI law. Even though 10 years have passed, not even 20 % of the official information has been digitized or uploaded on official websites " said Dr Raja Muzaffar Bhat Chairman JK RTI Movement
Earlier, the Public Information Officer (PIO) in the office of Deputy Commissioner Rajouri had provided misleading details about the number of workshops and seminars held in the district on Right to Information Act (RTI). During last 10 years at least 8 Secretaries and 6 Registrars have been prematurely transferred from State Information Commission (SIC). This is affecting the work of State Information Commission (SIC). State Chief Information Commissioner (CIC) is not being appointed from last more than 9 months after Khurshid Ahmad Ganai resigned.
"We had lots of hopes that Khurshid Ganai would adhere to the provision of digitization of record and voluntary disclosure of information in the departments under his control as Advisor to Governor, but he could not do anything vis a vis RTI implementation in J&K and this has discouraged the RTI campaigners" said Syed Nasarullah, an RTI Activist.
