Rs 80 lakhs purchase scandal in JKMSCL remains 'under wraps'
ACB plays hide and seek despite seizing vital documents in 2018

Early Times Report
Jammu, Mar 19: The Anti Corruption Bureau (ACB) is reportedly playing hide & seek with J&K Medical Supply Corporation Ltd. (JKMSCL) over alleged scandal of Rs 80 lakhs, which had surfaced in corporation.
According to documents available with Early Times, about Rs 80 lakhs have been allegedly siphoned in purchase of detail chairs. Interestingly, the ACB had also raided the office of JKMSCL and seized relevant documents related to purchase done by the corporation.
"JKMSCL issued purchase orders to M/s Confident Dental Equipment Ltd, Bangalore in reference to the Rate Contract of Rajasthan Medical Supplies Corporation Services from time to time vide No. JKMSCL/GM/P&S/2018/3842-47, No. JKMSCL/GM/P&S2018/3848-53, No. JKMSCL/GM/P&S/ 2018/3854-59, No. JKMSCL/GM/P&S/2018/ 3860-65, dated 26-02-2018 against its mandate and the said purchase orders are still in question", copy of complaint submitted to ACB for investigation revealed.
The complaint said that some officials of Dental College Jammu / Srinagar and other health institutes of the states have claimed that the dental chairs provided by the corporation were substandard even in violation of specification mentioned by the corporation while placing supply order.
"As per terms and conditions of the purchase orders, it was categorically mentioned that the dental chair and its accessories should be embossed with 'JKMSCL Supply, Not for Sale' but the said hand pieces are without any mark", the complaint divulged.
According complainant each hand piece costs around Rs. 10,000/-plus taxes and each chair has three hand pieces. "About two hundred dental chairs have been supplied and installed in various health institutes of the state, which clearly indicates that there is embezzlement of about Rs. 80.00 lakhs, which should be investigated in depth", the complainant claimed.
However, the ACB had conducted JSC vide JSK-JSC-07/2018, but no further action has been taken yet into the matter. "However, the ACB since then has been requesting the JKMSCL to depute some officers for the investigation", sources said and added that the Corporation had placed purchasing order more than Rs 6.15 crore to purchase dental chairs for financial year 2016-17 and 2017-18 with tenders.
