Early Times Report

JAMMU, Apr 12: The construction of community bunkers along border villages of Jammu district have come under scanner with influential people got the bunkers constructed in their courtyards thus becoming their sole owners.
Sources informed Early Times that in a particular panchayat of tehsil Bishnah, a total of seven community bunkers were sanctioned by government. Rs five lakhs were spent on construction of every single bunker, they said.
"The army personnel during a visit of our village informed that 7 community bunkers were sanctioned. But only four have been constructed", the locals said adding a community bunker was constructed in a private school of the former Sarpanch. "The community bunker is within the boundary wall of the school and one cannot even get a glimpse of it with the gate of school mostly remaining closed", the official said, adding that another community bunker was constructed in the private land of a villager having close proximity to a politician. Earlier the area was open but later a boundary wall has been constructed, making the community bunker out of bounds for villagers and thus it has became the sole property of another influential villager.
Sources further disclosed that yet another community bunker was under construction in the house of an incumbent Sarpanch.
"She has got the community bunker constructed in her courtyard after getting some fake signatures from the villagers. How a villager can object to the dictates of a Sarpanch but the administration is totally silent over such corrupt acts ?", sources said.
They further disclosed that as per guidelines the community bunkers should have basic amenities such as washrooms, water tanks, electricity and water supplies. "None of the community bunker in this panchayat has washroom, water supply", a local said, adding that even the electricity connection has been given by villagers themselves.
A through probe must be ordered by the Governor administration to look into all the aspects of the corruption and illegal taking away of community bunkers by influential people.
