Govt transfers tainted official only to shield him

Srinagar, Apr 28: In November last year, the government removed Director, Indian System of Medicine (ISM), for allegedly making transfers in violation of the rules. But five months after his transfer, the government is yet to act against him or officials who benefited because of this tainted officer.
This official was transferred and posted as Additional Secretary, Technical Education Department. Dr Phuntsog Angchuk, awaiting orders of adjustment in the Health and Medical Education Department, was posted as Director, ISM.
He has made several transfers in the ISM in "violation" of the rules.
This tainted official made transfers in violations of the rules. "He has been involved in lot of illegal transfers. He was transferred only to save him from the departmental action," a source said.
The source said that even government is silent on illegal transfers made by him. "Even several officials transferred by him illegally have not been punished. Some have not been repatriated," the source said.
On June 28 last year, the Health and Medical Education instructed Director ISM not to issue any transfer/attachment orders of medical officers and other gazetted level posts without the prior approval from the administrative department.
A source in General Administration Department said that government took a serious note for making of transfers in violation of the rules. "Few of the transfers have been made despite Model Code of Conduct being in place. The Governor office took a serious note and directed for his transfer but without any action," the official said.
On October 23, last year, the then ISM Director issued an order several transfers in violation of the rules.
Similarly after June 28 last year instructions, the Director ISM had issued three transfer orders of medical officers on July 6. While on July 10, two more transfers of medical officers were made.
On July 17 and 20 last year, the Director issued three separate transfer orders of medical officers. These transfers, according to the sources, has been made without the approval by the administration department.
As per norms, the Director is not competent to do such transfers when the government has banned attachments.
However, the source said that the ISM Director did not adhere to the directives.
Earlier, he was also attached following an enquiry into his conduct after his awkward photographs with some women went viral on social media.
