3 Speakers of NC-Cong Govt made illegal appointments in LA
Case proved by SVO, yet action delayed

Jammu, June 10: Though the Governor's administration has taken some bold steps against corruption in various institutions in the state, the issue of illegal backdoor appointments in the highest institution of power mandated to make laws, that is, the Legislative Assembly, has so far remained untouched.
The State Vigilance Organization (SVO) had proved the case way back in 2016, involving 37 backdoor appointments made by three speakers of Congress-National Conference government-Tara Chand, Mubarak Gul and Mohammad Akbar Lone-in the Legislative Assembly secretariat during their tenure. But so far no action has been taken.
The SVO in its preliminary enquiry had established that no procedure was followed by the three former Speakers while making 37 appointments in Legislative Assembly.
The SVO had concluded in its report that 28 appointments were made Akbar Lone, who is now a Member Parliament. Five appointments were made by the then speaker Tara Chand, who is a senior Congress leader, while Mubarak Gul during his tenure had made four illegal appointments.
In its report the SVO had also concluded that the appointments were made on pick and choose basis and no due procedure of law was followed and no advertisement was issued before making the appointments.
In the month of May 2016, the Jammu wing of Jammu and Kashmir High Court had directed Inspector General of Police SVO to file Action Taken Report (ATR) in the case involving the three Speakers.
It was alleged by the petitioners, who had knocked the doors of High Court after the SVO had inadvertently closed the case, that SVO was unnecessarily delaying the matter primarily due to the fact that the three former Speakers were in the net and were belonging to powerful political parties.
"Though the Governor administration has taken several bold decisions to control corruption, Legislative Assembly is the highest political institution, mandated for legislate and there is a proved case by SVO about illegal appointments made by Speakers. No action has been initiated", a politician said.
He said that apart from taking action on the report of SVO, the Governor administration must also order enquiry about the appointments made in Legislative Assembly as well as Legislative Council in the last two decades, and more skeletons would tumble out and many politicians, who claimed themselves as champions of various issues, would be exposed.
Many political parties, cutting across the party lines, have united over the issue of corruption and backdoor appointments in Legislative Assembly as they have also gotten their kin adjusted in various institutions through backdoor.
