KISHTWAR, June 29: Even as the government of Jammu Kashmir is trying to reach to the people in far flung areas , the people of Marwah, Warwan and Dachhan that remain cut off from the rest of the state during winters complaint about corruption in the implementation of MGNREGA wherein more than 45 Crore have been withdrawn as material cost on the name of few influential persons including Sarpanches, relatives of BDO's VLWs, GRS and even on the name of wives and children's of the RDD officials.
Similarly thousands of trees have been shown purchased but actually no plantation has been done.
Surprisingly some works under MGNREGA have been shown executed during the period when majority of the areas in Marwah, Warwan and Dachhan were under the cover of several feet of snow.
The people informed that the former BDO Marwah and Warwan had withdrawn payment worth several crores without execution of the work on ground.
"Former BDO Warwan (Now under suspension) developed his own format with the help of a computer operator and signed over it as JE, GRS, MPW, Technical Assistant beside as clearance officer from ReW wing and get the data uploaded on the official website by keeping everyone under darkness" the people told Early Times adding that the said BDO even withdrew CDF meant for the poor people and developmental work by the National Conference MLC on its own and the matter came to fore when the beneficiary approach the NC MLC who on inquiry into the matter found the claim of people as genuine and took up the matter with senior officials at the helm of the affairs.
The people called immediate action against the employees of RDD department posted in these three blocks of Kishtwar District and were involved in open corruption which could be judged from the huge wealth accumulated by them through corruption.
The people also complain about absenteeism culture, non availability of staff in schools, poor infrastructure, roads, health, ration scandals, non availability of electricity as these areas are still without electricity even after more than 70 years of independence.
The people also expressed anger over non existence of government offices sanctioned for Marwah Sub Division added that majority of these offices functions from District Headquarter Kishtwar as a result of which the people of these areas were force to visit Kishtwar for minimal work.
The people also complained about non functional of BSNL towers in Marwah and Warwan and laid stress for immediate mobile connectivity.
Several officers who visited the area as a part of the "Back to Village" program was shocked to see the plight of the people living in these areas and called for recommending a special visit of senior government functionaries to these areas so that these areas get special attention.
The people at Marwah also opposes the construction of 1200 MW Budsar Power project dam added that it will submerged who area of Marwah including populated area and called for reduction in the height of the dam so that populated areas did not fall under the water reservoir.
Several visiting officials gave a patience hearing to the issue raised by them and assured that they will submit detail report to the government regarding the local issues and the problems faced by the people in these areas.
