HMs visitation to sultry Kashmir
Mahadeep Singh Jamwal7/3/2019 9:41:01 PM
The artful statement listened many times from BJP stalwarts that visited Kashmir during the last five years that Kashmir is a problem created by Pt. Jawahar Lal Nehru. A sumptuous dinner by HM at Nehru Guest House Srinagar failed to hold back the concern and voice once again sounded in Parliament that Kashmir issue was not allowed to be handled by Sardar Patel, then HM of India under Nehru government. This time it was from Home Minister of India under Modi government that visited Kashmir. We are obsessed with the DNA in comparing the capacities of power block without waiting for the results and this time we hear about our HM that Amit Shah is emerging as Sardar Vallabhbhai Patel, the second in keeping India safe and united. We come across a twitter post that there are some striking similarities between Sardar Patel and Shah. Both hail from Gujarat and are known to be both tough and skilful. Both are known to take swift decisions and implement them. Patel, as Home Minister in Pandit Jawaharlal Nehru's Cabinet, was second in command; so is Shah under Modi. Nehru called Patel the 'strongest pillar' in the Cabinet; Prime Minister Narendra Modi considers Shah as his strongest pillar in the Cabinet and the party. The difference is that Sardar Patel was having 584 Princely States, also called Native States before the Partition of India in 1947, that existed in India, to be handled and Amit Shah has the Jammu and Kashmir as most trouble shooter to be handled at the priority. There are expectations that as united India was made by Patel and integrated India will be created by Shah. The new Home Minister's immediate challenge would be J&K and tackling the terror modules in India and abroad. To make his task easy, Modi has hand-picked Ajit Doval as National Security Advisor and given him a Cabinet rank. When security scenario was under review in valley, Minister of State (MoS) for Home Affairs informed Rajya Sabha that Pulwama terror attack was not an intelligence failure. Here we are required to visit the statement of HE Governor J&K also admitting that there was no intelligence failure because we had received inputs (of a possible attack) security forces failed to act on intelligence inputs and also the statement of former chief of India's spy agency RAW that this could not have happened without a "security lapse somewhere". Failure to act on the intelligence inputs definitely deserve high level probe to plug the issue and Shah might have focused on the issue. The HM wrapped up his Kashmir tour with strict instructions to security forces for zero tolerance towards terrorism. Amit Shah made it clear that there has be continued strict action (Reminder of Modi's muscle policy) against terror funding and the Rule of Law must be enforced. In the security review meeting, the improvements (Believing ANI, Indian security forces have killed more than 103 terrorists in J&K till June 6 in 2019 and at the same time, Pakistan violated ceasefire 1,170 times in the given period) in the security were noted. In Modi government's first tenure, the separatists in the valley were dealt with a heavy hand. Many of the separatist leaders were arrested in different cases and are lodged in the state's jails. What further improvements could be made for restoring normalcy in the state was active part of Shah's visit.
On the other, the first visit of Mr. Shah as Home Minister of India to valley is seen with much assumptions and had been projected by media as most chilling for the separatist minds. Ahead of Shah's visit, several reports mostly, on the urge shown by Hurriyat Conference chairman to open dialogue on the Kashmir issue and then Governor's statement in public forum that separatists in Kashmir are ready for talks, were making the rounds in the valley about the possibility of dialogue between the government and the separatists. Even the separatists did not issued a 'Bandh call' on the visit of HM, taking it, If New Delhi is ready to offer a dialogue through Home Minister in Kashmir the issuance of a shutdown call, will emerge as a message that separatists sabotaging the possible talks. For many, abstaining from issuing the shutdown call on the visit of Union Home Minister depicted that the separatist camp is weakening, but if some valley voices are to be believed, it was a chance for New-Delhi to engage them in a dialogue, whereas in Jammu (excluded from Shah's visit) outfits staged protest, opposing any talks between Hurriyat Conference and Pakistan. It was in furtherance of Jammu West Assembly Movement's (JWAM) early protests over statement (that efforts will be done to hold talks with separatists), of interlocutor. The JWAM demanding not to hold talks with the Hurriyat leaders by burning effigies of Central and State Governments to express their resentment that interlocutor's statement disappointed the people of Jammu region and the nationalist's forces of the State.
Home Minister wrapped up his Kashmir tour with strict instructions to security forces for zero tolerance towards terrorism. He lauded efforts of JKP in fighting terror. On Amarnath Yatra, HM directed all security agencies to be alert and take all preventive steps to ensure violence-free Yatra with no laxity in the enforcement of the SOPs, attention towards anti-sabotage as well as anti-subversion drills. The review covered a wide range of issues connected with improving the economic condition of the people of Jammu & Kashmir, providing them with employment and livelihood opportunities, giving them the benefit of social security schemes, and raising their incomes. good governance, accelerating development, strengthening the Panchayat and Municipal system, fast-tracking the implementation of the Prime Minister Development Package, building first-rate infrastructure, inclusive growth for all communities, balanced regional development with special emphasis on employment generation, and reaching out to the youth.
Concluding we can say the ever first visit of Amit Shah as HM of India to valley yielded nothing towards solution of Kashmir entangle except infusing alertness among forces, directions towards conduction of event free Amarnath Yatra (least required as forces deployed are much aware and experienced) and routine directions towards other developmental activities. The powerful presentation in Parliament by HM about Kashmir history and of Shyama Parshad Mukerjee and Nehru's folly are routine statements and people of the country have fed up about these stories and want concrete solution of Kashmir problem. Without results comparing Amit Shah with Sardar Patel is an immature statement and projection.
