Influential ZEPO not transferred for years

ANANTNAG, July 3: In violation of norms, a Zonal Education Planning Officer (ZEPO) in Anantnag district of south Kashmir has been found working at the same office for more than five years.
He is enjoying the post of ZEPO in zone Srigufwara despite the fact that many high schools upgraded under centrally sponsored scheme nearly two years ago remain headless.
Sources in the educational zone Srigufwara said that the teacher in question, Moazam Ali, who was promoted as high school head master more than five years ago continues to enjoy as ZEPO allegedly with the political blessings.
After being promoted, the said official was supposed to be posted as a headmaster of any high school like his other promoted colleagues. However sources said, the influential official managed his posting as ZEPO Srigufwara and now despite the passage of over five years he isn't being transferred.
By virtue of a government order No: 861- GAD of 2010 dated July 28, 2010 maximum tenure for stay of an official at one place is two years and maximum up to three years but his stay in educational zone Srigufwara raises serious questions over the implantation of transfer policy and government orders related to transfers of officials.
A delegation of teachers headed by their representative said that they wonder why this official is not posted as headmaster of any headless high school or isn't being transferred.
"The officer enjoying the patronage of a political leader has ensured the choicest postings for his favourite teachers by means of illegal deployment," they alleged.
They said that there are many high schools in the zone which are headless. "We wonder why this man is not posted as headmaster of any such school and is allowed to mess up the academic and administrative affairs of the zone. He is there from last more than five years with the blessings of a PDP leader," they said.
They further alleged that the ZEPO is taking along one of his favourite teachers for inspection to schools.
"We often see his favourite teacher, who also is also affiliated with a political party, relaxing on sofa at ZEO office during school hours. Since the said teacher was doing the clerical job with patronage of ZEPO for many years and was later removed by the higher ups on the basis of frequent complaints but now the ZEPO is trying to bring him back to office," the teachers added.
They requested Commissioner Secretary Education and Director School Education to look into the matter.
