JAMMU, July 3: An orderly who had been appointed on casual basis without producing relevant certificates including ALC in ITI Poonch has not only managed to get himself regularized but also reached to the post of junior instructor on fake documents and testimonials .
A four-member fact finding committee (FFC) has been constituted to probe into the matter, sources said here Wednesday.
They said the man who was initially appointed as Class IV in ITI Poonch on the basis of ALC has not produced any relevant certificates and has been constantly misleading the institute on the basis of fake certificates. By using unfair means, he managed to get a permanent post and reached to the post of junior instructor illegally.
Sources maintain that on the complaint of some senior employees of the institute it has come to fore that there was not any such order issued by the competent authority, but due to tampering in service book records and high approach in the department concerned he enjoys the plum posting.
The 4-member FFC in its report has maintained that another person was appointed as workshop attendant vide DTE order No. 155 of 1991 but as per service book entry, the copy of first appointment order was not available in the personal file of the official.
Later, the report said, the man was promoted as MMV Instructor vide DTE order No. 348 of 2006, and as per records same has been found tampered in the service book.
However, he was assigned to look after the supervising work of WITI Surankote vide DTE order No 78 of 2013 but as per service book records he has been shown to be elevated as I/C Supervisor and posted to WITI Surankote.
It is in place to mention that as per service recruitment rules 2002 notified vide SRO-145 dated 10/04/2002, V I can be promoted as supervisor if he or she has passed matriculation or its equivalent with ITI / NAC and CTI course, but according to service book records there is no entry of CTI course done by the incumbent, the FFC report further maintained.
Regarding issue of ALC category, the orderly figures in ALC category at serial No. 101 in the seniority list circulated by Directorate of Technical Education Jammu having already two senior who figure at serial No 66 and 86 respectively have been over viewed. Moreover, there was no entry of ALC category certificate in the service book.
However, the FFC has urged the Superintendent ITI Poonch to provide all the relevant documents and testimonials of the man in question within four days which according to sources the Superintendent had agreed to but failed to do so in the stipulated time frame. Hence the report was submitted to Joint Director Technical Education Jammu for his perusal and to take action in the matter.
