Transferred by IGP, cop manages posting in Traffic court Jammu

KISHTWAR, July 3: A selection grade constable, who was reportedly transferred by the IGP Traffic following his misconduct in Traffic court Janipur, to Traffic city Jammu, has once again managed his posting in the court of Additional Traffic Mobile Magistrate Jammu.
Sources informed Early Times that this constable who is having matrimonial case pending before the court of Railway Magistrate Jammu managed his transfer just to "develop links in the court and mint money."
The constable solemnized his second marriage in 2011 without seeking prior permission from the department, which is mandatory as per Section 22 (bigamous marriages) of the employees conduct rules 1971, sources said.
They said that despite well aware of the same the constable has not taken any permission, but the department gave him lucrative posting in the Additional Traffic Court, which is really intriguing on the part of the higher authorities of traffic police.
Sources said the department also did not conduct any inquiry for the misconduct of this selection grade constable which paved way for him to call the shots in the Additional Traffic Court.
Even the RTI reply (no.Dysp/CID/CI/18 HQRS/3637) to the query whether the selection grade constable has taken permission from the department for solemnizing his second marriage clearly stated that he had not taken any permission while his posting in CID wing.
In another RTI filed before Traffic department and Dy.SP Traffic city vide order no. DYSP/TCNJ/RTI/17/1377-79 reveals that the said constable neither applied nor obtained any permission for second marriage from this unit as well.
It is pertinent to mention herein that selection grade constable is ruling the roost in the court of Additional Traffic court, and it is ironical that the transfer order of IGP Traffic with regard to this influential cop from Traffic Court to SSP was ignored by his district SSP.
The IGP Traffic had transferred him from the Additional Traffic court to some operational area so that this selection grade constable be able to do justice with his uniform as already he has deserted his first wife and is presently living with his second wife without any fear of law since no departmental action has been initiated against him.
Sources divulged that this selection grade constable doesn't even wear blue colour uniform which men in traffic wear. He can be seen in court in civil dress and sitting in the Additional Traffic court room even too in civil dress.
