PPP concept yeilding goods to the people

Sheikh Mohammed Abdullah was the leader of the masses in Jammu and Kashmir who brought many a reforms in the state thereby bringing a most revolutionary agriculture law in the state - J&K Agrarian Reforms Act 1976 besides Land to the tille, Khatma Chackdhari system and Nambardhari system. This was the great contribution of Shiekh Sahib to the rural and poor people of the State.
Apart from the agriculture reforms, under the Health sector in Jammu and Kashmir, Sheikh Sahib gave the Govt. Medical College and Hospital (GMCH) to the people of Jammu Division. Sheikh Sahib was the tall and political personality in the country. There was already a GMCH at Srinagar then. Besides GMCH, Sher-i-Kashmir Institute of Medical Sciences (SKIMS) was established in Soura in Kashmir district during the Sheikh Mohammed Abdullah's Rule, which is considered to be the best Medical Institute in the country. Prior to it, the people of the valley were running to PGI Chandigarh in emergencies after covering the distance of more than 700 Kms for availing of the medical facilities over there.
By incurring more than 600 crores of rupees, the State Government of Jammu and Kashmir has built up a Super Specialty Hospital in Jammu city which is of no use at all rather it is an white elephant indeed. The latest modern medical machinery and the equipments worth crores of rupees have been purchased by the State Government and are kept as unused as on date resulting which their values are going down day by day due to depreciation over their book values.
Not only this, the State Government is short of the competent doctors and the other technical staff to operate and handle these latest equipments and the other machinery purchased by the government for the medical treatment of the patients of the Jammu Division. For using the building and the premises of the said Super Specialty Hospital in Jammu city judiciously, a need is being felt by the people of the region that the State Government should immediately to switch over to the PPP Concept and hand over this Super Specialty Hospital to any big Corporate or any other reputed hospital run by the pious medical mission in the country.
Seeing the heavy rush and inflow of the patients coming from the other districts of the Jammu Division to the winter capital - Jammu city for getting the medical treatment, a need was felt by the people of Jammu Division for having another Big Hospital under the PPP CONCEPT in the municipal limit of Jammu so that the people of the region get the relief to the maximum extent possible.
These days, the people of out state are preferring to go to the DMC Hospital, Ludhiana on Punjab for the medical treatment of the patients in case of the various emergencies. For going over there for the medical treatment, they are spending lot of their hard earned money over the transportation and the boarding and lodging purposes.
Our Health and Medical Education Department in the Civil Secretariat is not working well rather made as an ineffective one as the same has adopted the policy of not disposing of the cases sent to it for prompt action. It has been noticed that usually it sleeps for months together over the important issues referred to it by its two Directorates of Kashmir and Jammu Divisions. Without taking the actions required in the right earnest, it tosses the files only which depicts its negative approach. Therefore, in the interests of the people of the state in general and of Jammu Division in particular, the Governor of the state Satya Pal Malik should immediately rise to the occasion in setting up of a High Level Committee to devise a well concrete strategy for switching over to the PPP Concept with regard to providing of the medical facilities to the people of the state without any further delay. To start with the handing of the Super Specialty Hospital, Jammu to the DMC Ludhiana after signing out of MOU with its Management. To meet with the dire need of the cancer patients of the state, the State Government should take up the matter with the authorities of the Tata Cancer Institute. Mumbai for running a joint venture in the state for the benefits of the cancer patients. Similarly, for treating the patients of the heart ailments, the State Government should take up the matter with the authorities of the Escorts Hospital. All this should be done on the analogy of the Institute of Medical Excellence, Katra sponsored and owned by the Shri Mata Vaishno Devi Shrine Board and presently run by the Management of the Narayana chains of the Hospitals in India under the PPP Concept.
The PPP concept initiated by the Central and the State Governments in India has already started yielding the goods to the people of the country. As ours is an economically backward nation in this World having the limited financial resources for putting the nation ahead in this competitive World. Therefore, it becomes highly important to adopt this mode of the PPP concept for the overall development of the nation and the states as well.
Since more than decade or so, the country had switched over the PPP concept and the Central and the State Governments entered into MOUs with the big Corporate operating in the country with regard to the construction of the roads and the bridges and other various projects in the other fields of the economy. It has been noticed with the great concern that the PPP concept remained fruitful for the citizens of this country.
As for as I know that the Yamuna Expressway from NOIDA to AGRA in operation at the moment is the result of PPP model in the country. The people of UP and New Delhi are being benefitted to the large extent in saving money over petrol or diesel expenses and the time. With the construction of this Expressway, they got the relief in lessening their mental stress and fatgue. The Yamuna Expressway stands executed by the JP Associates under MOU with the UP Government. Another prominent Project under the PPP Concept is the New Delhi Toll Plaza. This Toll Plaza was taken up by the Delhi Government under PPP CONCEPT.
To me, it looks very important to act on these lines. If the Governor of the state Satya Pal Malik really wants to provide the most effective medical treatment to the people of the state. After Jag Mohan, since he is a dynamic Governor who has the courage and the wisdom to contribute much to the people of this poor state which was ruthlessly governed in the past. By incurring more than 600 crores of rupees, the construction of the Super Specialty Hospital, Jammu looks like a White Elephant with no return at all is pinching me like any thing as such the Governor should accept as the challenge to uti;ize the Building and the premises judiciously.
As my knowledge goes that the Governor's must have provided with the services of an competent Information Officer of the state Information Department, it become the prime duty of this officer to apprise especially the His Excellency about the contents of this article so that he may apply his mind cooly and take the things to the logical conclusion in the right earnest for the overall benefits of the people of the state.
