Ch Manmohan Singh tours flood affected areas

Jammu, Aug 3: Ch.Manmohan Singh, President All India Jat Maha Sabha J&K, toured the flood affected areas with Additional District Development Commissioner Arvind Kotwal and Tehsildar Ramgarh S.Kamal Preet Singh.
They toured demaged protection work site along border fencing of villages Kamore Forward, Rangoor, Barotta, Keso and Ballergate to check the situation caused by flood in the absence of working protection bunds. Ch.Manmohan Singh told the ADDC and Tehsildar that he himself led the Sarpanchs deputation to meet with all the concerned authorities and Governor Satyapal Malik Ji sanctioned Rs 14.80 Crore for the construction of Protection Bunds in the areas where insistant rains cause flood and destroy the land and crops. But of this sanctioned fund, tendor work amounting to only Rs 1.00 crore aprox. has been done, rest has yet to be utilized. The work should have been completed before the monsoon season but the progress is delayed due to slow work. Because of the negligency on part of flood related authorities, about 8 villages are suffering and facing financial ruins today.
The protection bunds constructed previously washed out 5 years ago. A disaster management unit should have been active to intervene at a proper time, moreover the authorities should have kept an eye on the Protection Bund Project to see its timely completion. Ch.Manmohan Singh requested ADDC to prevent any further loss, they should divert the river channel to curtail the flow of river from these areas for this higher authority could arrange a meeting with the IG BSF and CO army to take the security cover at the working time.
The crates installed are not enough to help in the rainy season. The river flow needs to be controlled which seems late now so the best option for the department is to create diversion of the river to the areas where it wont pose a threat to residents. For the past 4-5 these residents have tried to get the authorities to focus on this issue. For them this is not a trivial issue, as soon as the monsoon arrives, the river overflows and the excess water pressure caused damage to their houses and agricultural land. Ch.Manmohan Singh said that what caught his attention was when these villagers approached him and told him that whenever it rains, the come out of their houses and wait for the rain to end.
