Srinagar, Aug 3: Paying no heed to government's directives, the bureaucrats continue to attend the unnecessary meetings without remaining available in offices.
This could be gauged that government again in a recent order said that bureaucrats continue attend unnecessary meetings. These orders have no takers as bureaucrats are not remaining available for redress of grievances of people besides putting a huge cost to the state exchequer.
"The government in June issued directives to heads of department not to leave their offices for attending unnecessary meetings. Despite that government has been receiving complaints that some administrative secretaries as well as divisional commissioners call the heads of departments frequently to their head quarters for meetings," a source said.
The source said there are complaints that some officials were attending their duties late in the morning and also leaving their office early without seeking proper permission from the concerned authorities.
The source said that government was again forced to issue order earlier this week.
"This order has been issued number of times but the heads of departments are not paying any heed to government's repeated directives," the source said.
The non-availability of heads of departments has been affecting the functioning of the governance, the source said.
The government has issued a list of do's and don'ts to ensure punctuality of officers.
"The non-availability of heads of departments at their respective headquarters is bound to cause disruption in the functioning of their offices and inconvenience to the general public," a government order reads.
The government has directed administrative secretaries and divisional commissioners to ensure that heads of departments are not called for meetings and discussions frequently.
"Heads of departments should not be called either to the secretariat or to the divisional headquarters for meetings unless it is absolutely essential. Use of technology like video conferencing, telecon be maximized for meetings with the heads of departments," the order reads.
"The Advisors to the Governor are also requested to dispense with the participation of heads of departments during their public outreach programmes, Darbars as far as possible," it adds.
"The government has also directed officers to install and operationalise bio-metric attendance system in those offices where such system has not been installed so far," the official said.
