Early Times Report
DODA, Aug 3: Rehber-e-Khel scheme was started to strengthen the physical education in Upper Primary Level of School Education Department in Jammu and Kashmir State, vide govt order No:- 141-Edu (YSS) of 2017. Dated:- 27-10-2017.
Policy makes clear that the 3000 posts will be created only in the Middle and High Schools to meet the deficiency of Physical Education staff.
On 2nd of August 2019 an order regarding the appointment of Rehbar-e-Khel teachers was issued by Zonal Physical Education Officer Assar a day before the mentioned date under the seal of ZPEO Bhagwah, which clearly indicates a casual behaviour of the officer.
Order on the directions of Distt Youth Services and Sports officer Doda vide No:- DYSSO/D/Estt/3910-22 Dated:- 22-03-2019 ZPEO Assar has issued the order for the engagement of REK Teachers which is clearly against the policies of the scheme.
Orders reveal that total 21 candidates are appointed of which 3 are directed to join the Higher Secondary Schools, 4 in High Schools and remaing in the Middle and Upper Primary Schools.
The order has evoked massive resentment with some quarters calling it totally autocratic, against the policy and unacceptable.
The Distt Sports Officer is on the retirement and has collected a huge amount as bribe for placing the candidates as per their choice and suitable place of posting for which proofs are available.
Most of the deserving schools of the zone are ignored and by the influence or corruption policy of the scheme has been violated.
A deputation in this regard is going to meet DDC Doda Dr Sagar (IAS) to discuss the autocratic behaviour of the Distt Sports Officer Doda.
In addition to this public also wants to know that every year poor people pay school fees which have a component of annual Games Fund but in return sports Items to government schools of not even a single penny are supplied where that amount goes...?
A high level request through Right to Information w.e.f 01-01-2010 will be made to the Department of youth services and sports Doda.
Distt Sports officer Doda is requested to deploy these all the ReK Teachers only to the Middle Schools and Upper Primary Schools of the Zone instead of Higher Secondary and High Schools. So that the policy may ne be effected and main aim of the policy may remain live and public will not take further action to seek justice from law governing bodies.
