Ex-MD SICOP under scanner as Govt begins probe

jammu, Aug 3: The government has accorded sanction to the appointment of inquiry officer to enquire into the charges framed against a former Managing Director SICOP.
According to order number 153-1nd 0f 2019 dated 22, 7 2019, the government has appointed Rejesh Kotwal, Director Finance, as an inquiry officer to enquire into the charges framed against the former MD SICOP.
The said order reveals that a regular departmental enquiry against the ex-MD SICOP has been initiated and the inquiry officer has to conclude the enquiry within the period of 21 days and submit its findings/report with specific recommendations to government for further course of action.
The order in possession of early times further reads: "In terms of sub-rule (4) of Rule 33 of the J&K civil services (classifications, control and Appeal) Rules, 1956, sanction is accorded to the appointment of Mr. Rajesh Kotwal, Director Finance, industries and commerce Department as inquiry officer to enquire into the charges framed against the ex-Managing Director, SICOP by the Vigilance Organization as conveyed Vide No. Vo-SLK-JSC-14/2017-11663-64 dated 19.07.2017. Tariq Ahmad, General Manager (Headquarters), SICOP shall be the presenting officer in this case.
The order further reads, "The inquiry officer shall complete the enquiry within 21 days and submit his findings/report with specific recommendations to the government".
It is to mention here that the Governor's administration has ordered many enquiries against big shorts to unveil the corrupt officers and politicians to bring them to justice.
The Governor has also strengthened the ACB and Crime branch by posting professional police officers. The Governor in his recent statement on corruption has brought shivers to the officers who resorted to mall practices and corruption.
Regarding the said ex-MD, the sources from Vigilance reveal that a Joint Surprise check was conducted in divisional office SICOP Srinagar in 2017 and records pertaining to the period of 2014-17 were seized.
The entire record in question was examined by Vigilance Organization, who came to conclusion that a regular departmental enquiry be initiated against the officers of SICOP to reach to logical conclusion.
Sources said that the Vigilance focused on mainly five issues, these are (a) illegal appointments made during 2014-17 where no proper procedure was followed, (b) allowing of exorbitant rates without adopting codal formalities (c) no tenders were issued but higher rates were allowed to the blue eyed suppliers (d) under the specific orders of Ex-MD SICOP huge amount was spent on maintenance of Estates without proper budget.(e) procurement of Raw Material in violation of standard norms.
Sources said that the matter was in depth investigated by ACB which came to conclusion that a regular enquiry should be ordered and accordingly wrote to General Administrative Department to ask Principal Secretary to Government Industries and Commerce department to initiate an in depth enquiry by appointing an Enquiry officer of high repute.
It may be recalled that there is already an FIR registered against the said Ex-MD for his alleged involvement in procurement scam hand held e-challan device for traffic Police. It is stated that the said machine was procured on ten times higher rates. The case was under investigation with crime branch Jammu but latter on was transferred to ACB. It is reported that the said Ex- official has been quizzed on this issue several times.
Sources said that the investigation on this is also going on and ACB is likely to file challan. It was further revealed by the insider of ACB that disproportionate asset case of the said former official is also under investigation.
