Irrigation Dept executes 65 AIBP schemes without Admin approval, Technical sanction | Over 30 Cr incurred without adhering guidelines | | EARLY TIMES REPORT
JAMMU, Feb 9: Irrigation Department has allegedly executed over 65 Accelerated Irrigation Benefit Project (AIBP) without Administrative Approval and Technical Sanction and spent around Rs 30 crores in violation of guidelines. Sources told Early Times that 50 schemes were taken up for execution and spent Rs 20 Cr in various divisions of the State. “No perspective plan was formulated before execution of AIBP schemes. Although there are clear instructions that no scheme should be taken up for execution without following approved guidelines under this scheme,” they said that later 15 more AIBP schemes were taken up without approval. They further said that it has been observed that department always take up schemes without administrative approval by giving excuse that the all formalities regarding approvals will be fulfilled from State Technical Advisory Committee during the execution of projects but schemes were never regularized by the department. Meanwhile, in another disclosure, the irregular expenditure of Rs 22 Cr made against 55 schemes and Rs 11 crore against 10 schemes by many divisions of Irrigation Department have not been regularized. “Execution of such schemes which are taken up without approval remain uncompleted due to department’s negligence as many technical issues are faced during its execution which remain unsolved thereby schemes are stopped midway,” they said further adding that due to casual approach of department, the desired result of the schemes could not be achieved and farmer community remained deprived of the benefits defeating the real objective of the scheme.
