Alleged misappropriation of funds puts officials in tight spot

Jammu, Mar 16: The alleged misappropriation of funds under various works being executed by Rural Development Department (RDD) in panchayat Bandi Chicha, Takiya Shrief and Nangali Sahib has put the officials in a quandary.
After the allegations of misappropriation of funds came to fore Additional District Development Commissioner shot several letters to Block Development Officer (BDO) directing him to explain his position.
According to one communiqué of ADDC to BDO Nangali Sahib vide order number ADDC/PS/755 dated 10/2/2020 it is mentioned that the inhabitants had alleged that Junior Assistant and Panchayat Secretary of Bandi Chicha Takiya Shrief had executed the work approved under MGNREGA in the year 2018-19. “The work namely, “Harvesting tank Mohalla Kalsi near land of Fazal Hussain W.No. 2 in W.no. 2, mohalla Gogawali in the land of Gulzar Ahmed son of Sain Mohammad without any approval from the competent authority. You are directed to explain the position as how the approved work under MGNREGA has been shifted from one place to another without the approval of competent authority and you are also directed to take stringent action against JE and panchayat secretary concerned and submit the action taken report. You are also directed to withhold the salary of concerned JE and panchayat secretary till the matter is enquired and resolved.”
The competent authority to shift any approved work is Deputy Commissioner, however his permission was not sought and the work was shifted by concerned officials.
Another communiqué was forwarded by ADDC on 14/2/2020 vide order number ADDCP/PS/67/784, to BDO Nangali Sahib, regarding doubling of one work.“In Panchayat Takia Sharief one work namely tractor road Hariwala to Ms Kamal Dari Ward no. 7 has been reflected in panchayat MGNREGA 2019-2020 plan under rural connectivity at serial number 10 and the same work has been repeated at S.No 1 of panchayat approved 14 FC plan for the year 2019-20. As such you are hereby directed to explain your position how double entry has been made and explain whether the payment has been made under both the schemes or not. In case payment has not been made it may be stopped till further orders,” it said.
Sources alleged that after mentioning of same work at two separate plans, funds from state exchequer have been deducted but misappropriated. “Though ADDC had instructed the BDO to take proper action against the accused officials but the enquiry has so far made no headway”, sources said..
The BDO Nangali Sahib was not available for comments.
