FoIJ seeks deferment of State government purchases through gem portal

Jammu, Apr 13: Federation of Industries Jammu appeals Lt. Governor G. C. Murmu to consider their request for the deferment of purchases through GeM Portal till 31st March, 2021. “Keeping in mind the current situation in our State due to COVID-2019 resulting closer of majority of the Micro & Small Scale Units except some Units engaged in the manufacturing of Essential Commodities to supply the goods to government department and SICOP to meet the urgent requirement of the departments and we are hopeful that with the sincere efforts of the administration working under the able guidance of Lt. Governor, we will be able to wipe out the Corona Virus from our State as early as possible” federation stated and added that after the Abrogation of 370 since 5th August 2019, the Micro and Small Scale Sector suffered very badly due to issuance of directions by the Finance Department by the virtue of which the it is mandatory for all the Govt. Departments to purchase the Goods only through GeM Portal of Branded products only which resulted sharply decline in the sale of thousands of Micro & Small Scale Units working in our State being run by the indigenous people. “Since long we are facing the Militancy, limited marketing avenues in the private sector within the State, additional cost of Raw Materials and other related issues but the MSE’s sector is working to earn their bread and butter mostly from the supplies made to government departments with the support of State government as per the Industrial Policy by providing the 20 % Price preference on the Landed cost of the offer received from the outside suppliers, Purchase preference as per the Industrial Policy 2016 and the subsequent amendment issued by the Industries Department in 2018 to provide the Marketing Support to those MSE’s Units who engaged in the supply of their Finished Goods to State Govt. Departments”. “We wish to draw the kind attention Lt. Governor that it is very difficult for the Micro & Small Scale Units to survive without the Price and Purchase Preference due to Stiff Competition from outside the State after 01-01-2020 due to Abolishing of Toll Post at all the entry points of the state resulting the Suppliers from outside the State have an advantage of supply the Goods to government departments due to maximum utilization of the their production capacity whereas our MSE’s in Jammu & Kashmir presently working with the 25 to 30% of their assessed capacity and we fear that in future, majority of the Micro & Small Scale Units may close down due to stiff competition from outside the state for the purchases through GeM Portal by State government departments resulting mass scale retrenchment of Local Workers” they further appealed.
“We humbly request the Lt. Governor to kindly defer the Order till 31-3-2021 issued by the Finance` Department for the purchase through GeM Portal keeping in mind the current situation and constitute a high Level Committee to examine the whole issue to protect the local MSE’s” FoIJ appealed.
