BDOs Chassana, Bhoond issue weird orders during lockdown

JAMMU, Apr 13: Block Development Officers (BDOs) of Chassana in Reasi district and Bhoond in Kathua district have issued weird orders directing all field functionaries to go for field surveys to take stock of the development works in their respective blocks despite the fact that there is a complete lockdown going on in the Union Territory of J&K along with other parts of the country due to COVID-19.
Sources told Early Times that except essential services all departments have restricted their functioning within the offices only as movement of employees was not allowed barring few but BDO Reasi has issued explanation against employees for not going to field.
As per order issued by BDO Chassana in district Reasi, the officer sought explanation from its four employees namely Rahul Gandotra, Rishabh Pandoh, Shail Gandotra and Karnail Singh saying that concerned Sarpanch and secretary panchayats of all panchayats of block Chassana have complained about them that they are not visiting their respective panchayats for measurements of all works under MGNREGA and 14th FC convergence for the year 2019-20. The employees were ordered to give their explanation by tomorrow i.e. April 14, failing which consequences and disciplinary action will be taken against them.
Similarly, BDO Bhoond in district Kathua, in his order said that it has been revealed from MIS report that the work completion for the financial year 2018-19 and 2019-20 is very poor which has been viewed seriously by the higher authorities. All filed functionaries viz JE, VLW/MPW/TA/GRS of this block are directed to improve the work completion.
When Early Times contacted BDO Chassana in this connection, he said that he got directions from higher authorities. Meanwhile, when ACD Reasi was asked that despite lockdown and imposition of Sec 144, how employees are directed to go into field, the officer said that District Magistrate has ordered to do so.
