Jammu, Apr 25: Amid the COVID-19 pandemic and drastic rise in positive cases in Jammu and Kashmir, social media is abuzz with the debate over the “lethargic” approach adopted by the former PDP-BJP regime to construct AIIMS in twin towns of the erstwhile J&K State and how the establishment of such premier health institutions would have paved way for better healthcare in the times of crisis.
As there are serious questions being raised over the dismal health infrastructure in Jammu and Kashmir, people are pinpointing at the dilatory mode of functioning of J&K’s erstwhile regimes that failed miserably even to make a single ward of AIIMS functional in Jammu and Kashmir regions. “What if there would have been AIIMS functional? Would there have been similar crisis starting at us as they are today? Why the government has so far even failed to make a single ward functional of such a premier health institution. It’s deeply worrying and agonising to the core,” a netizen wrote on twitter. There were plethora of views expressed by the people on the similar issue and the erstwhile government was cornered over its non- functional mode of governance. The former PDP-BJP regime was asked to identify the land for the establishment of AIIMS in the twin capitals of J&K. After much delay, the government finally identified the two sites. The government then claimed that the sites at Vijaypur in Samba district in Jammu region and at Awantipora in Pulwama in Kashmir have been finalized for the establishment of AIIMS. However, till date, the government is yet to even initiate the process of starting construction in Jammu and Srinagar. “What we are seeing till date is that there is only what we call the pre-investment work going on at the two sites. Such a process has been in progress since the past two years but nothing so far has been achieved,” officials privy to the development divulged.
The official data reveals that out of the total Rs 2000 crore, the government sanctioned Rs 9000 crore at the first place for the construction of AIIMS in Jammu. However, out of these sanctioned Rs 9000 crore, not even a single rupee has been spent so far. Sources privy to the development divulged that the funds would get lapsed soon with the commencement of the next financial year. “So far Rs 43 crore have been spent on the construction of AIIMS in Kashmir but in Jammu, the government hasn’t spent anything,” said an official.
