Booked by SVO in spurious drug case, Dr Yashpal makes a comeback, appointed head of JKMSCL again

Jammu, Apr 29: Removed for his alleged involvement in spurious drug case and booked by the erstwhile State Vigilance Organization—now Anti- Corruption Bureau—Dr Yashpal Sharma has made a comeback as he has been appointed as Managing Director of Jammu Kashmir Medical Supplies Corporation Ltd (JKMSCL) for the second time.
"On the basis of a Joint Surprise Check, conducted by the then State Vigilance Organization (now ACB), a case FIR No. 22/2017 P/S VOJ, was registered against Dr Yashpal Sharma, then Managing Director JKMSCL, Dr Ghanshyam Dev, then Principal GMC Jammu, Dr Rameshwar Sharma, Senior Consultant Government Hospital Gandhi Nagar, Jammu, Sayed Shabir Ahmad, FA/CAO JKMSCL, Dr Rakesh Verma, Consultant/Physician (Technical Expert), Dr Parkash Atri, Technical Expert of the supplier Theon Pharmaceutical Ltd, 400 Indl Area, Phase-I Panchkula 134113 Haryana and others under the provisions of Prevention of Corruption Act”, reads copy of FIR in possession of Early Times.
“As many as 23 samples of different drugs, being consumed by general public, were lifted from government hospitals and drug stores and sent to the laboratory for tests. Of 23 samples three samples of AmoxycillinTrihydrate IP 500 mg Bt. No. BC160005, Sterile Ceftriaxone Inj IP 1000mg Bt. No. CFXM 16031 and Sterile Ceftriaxone Inj IP 500mg Bt. No. CFXI 16002, purchased by JKMSCL, were reported to be of substandard quality”, finding SVO divulged and added that these medicines were supplied by M/s Theon Pharmaceutical Ltd, 400 Indl Area, Phase-I Panchkula 134113 Haryana.
“This firm was placed supply order No. JKMSCL/Adm/PO/2015-16 (10281500048) dated 24-12-2015 for the supply of 2448400 (1×10) Amoxycillin 500 mg, supply order No. JKMSCL/Adm/PO/2015-16 (10281500062) dated 24-12-2015 for the supply of 170708 numbers Inj Ceftriaxone 500 mg and supply order vide No. JKMSCL/drugs/state/2015-16 (102815000435) dated 14-03-2016 for the supply of 279800 numbers of Inj Ceftriaxone IP 1gm”, the investigation had revealed.
However, prior to registration of FIR against him, Dr Yashpal Sharma was removed from the post of MD. “Inderjeet, KAS, Regional Director, Survey and Land Records (ex-officio Settlement Officer), Jammu, is transferred and posted as Managing Director, J&K Medical Supplies Corporation, vice Dr. Yash Pal Sharma, who shall report in the Health and Medical Education Department”, stated the Cabinet Decision No. 62/4/201/ Government Order No.555-GAD of 2017, Dated:28-04-2017.
According to sources a case against Dr Sharma for alleged misuse of industrial land in pending with Crime Branch Jammu.
“A complaint no 311/2012, filed by Vikas against Dr Yashpal Sharma, the then Director NRHM, regarding misuse of industrial plot allotted to M/S Vasdev Industries at plot No 25 EPIP Phase 2 SIDCO Complex Karthori Bhari Brahmma had been kept with 133/10 PV NO 26/10”, sources added.
They said that at time when Health Department is suffering due to COVID-19 crisis government must IAS officers for such posts. “Bhupinder Kumar (IAS) streamlined National Health Mission (NHM) after taking over as Mission Director on 13th September 2018• It was being expected that similar action will be taken to streamline the JKMSCL however, after Dr Sharma two KAS officers had led the Corporation, but re-posting of a person booked by SVO (ACB) has raised many eyebrows over the decision”, sources said, adding that being head of JKMSCL Dr Sharma can “manipulate” the case registered against him.
