‘Evading arrest’ in illegal appointment case ex-PDP MLC attending political functions!

Jammu, July 17: It is astonishing that the Crime Branch in its status report on the much publicized illegal appointment case in J&K Academy of Art, Culture and Languages (JKAACL) has mentioned that former PDP MLC, Zaffar Iqbal Manhas was evading arrest.
The same Zaffar Iqbal Manhas is participating in political activities and two days back he met Lieutenant Governor, Girish Chandra Murmu at Srinagar Raj Bhavan two days back. Manhas was secretary of the JKAACL when an alleged illegal appointment of one Publicity-cum-Public Relation Officer (PRO) was made.
During hearing on this much publicized case, advocate M. A. Shah, who appeared in the Court for whistleblower Javid Rahi, drew the attention of the Court to the status report filed by Crime Branch Jammu wherein it was categorically mentioned that arrest of other accused Zaffar Iqbal Manhas, the then Secretary JKAACL is still awaited although a series of notices have been issued to him and raids at his residence at Jammu by the Crime Branch, Jammu.
Advocate Shah sought time-bound directions to the Crime Branch so that the investigation which is already concluded culminated into the filing of Challan against the former Secretary and the beneficiary. He further submitted that the further investigation on the representation of former Secretary/Ex-MLC is merely an eyewash just to derail the investigation in which offences have been prima facie proved against the then Secretary JKAACL and the beneficiary.
Interestingly Zaffar Iqbal Manhas had met with LG two days back and projected various developmental issues of Shopian District pertaining to strengthening of road network; construction of bridge at Zarkan, Keller; Power Receiving Station, Keller; Health Centre, Gattipora and other issues of public importance.
He further drew Lt Governor’s attention towards the issue of Pahari Reservation and also shared his views about the development scenario in Jammu and Kashmir.
