Attachment-syndrome goes unnoticed in offices of DSEJ, CEO
Influential teachers do everything except teaching

Jammu, July 25: Despite Jammu and Kashmir turning into a Union Territory, practices which were in vogue in the erstwhile State, continue to prevail in the offices of Directorate of School Education and Chief Education Officer in Jammu region.
According to the details available with Early Times several “influential” teaching staff members have been enjoying attachments for a long time in these offices without even getting noticed.
The Administrative wing of School Education Department recently issued a list of 27 teaching staff members attached with DSEJ. Early Times had also published another list of lecturers attached with DSEJ or State Institute of Education but so far no action has been initiated.
According to sources there are over two dozen teaching staff members attached in the office of Chief Education Office (CEO) Jammu, who are doing the clerical work rather than engaging themselves in the teaching work for which they were hired.
The list includes a teacher, who actually belonged to Akhnoor and was recruited under ALC category, but has been enjoying attachments in various offices since the day of appointment. He was promoted as Master and for the last over 8 to 10 years, he has been enjoying attachment at CEO Jammu, sources said, adding that since his joining of services, he has hardly served in the schools.
Another teacher has been attached with the office of CEO Jammu for the past over 8 to 10 years, while another teacher has been attached in the same office for the past over one decade. “He has remained attached with CEO Jammu and despite change of dispensation, he was not detached due to reasons best known to authorities,” sources said.
They further informed that another teacher, who is actually a Rehbar-e-Taleem teacher instead of working in the school of his posting, has been attached with CEO Jammu time and again. “It is interesting to note that RET teachers have also been enjoying attachments, despite the fact that the RET posting is non-transferable”, source said, adding that it was in total violation of RET policy.
Similar is the case with another teacher, who has now been promoted as Master. During her tenure as teacher, she has remained attached at CEO Jammu and in the year 2014, she was promoted at Master grade and appointed in Surinsar School in year 2018 but after only few months, she again managed her attachment firstly at CEO Jammu again in DSEJ and now again in CEO Jammu. Another teacher who was appointed in 2003 under SRO-43 and remained attached with Ministers has been enjoying attachment at CEO Jammu since 2018.
Sources further informed that there are many other teaching staff members, enjoying attachment at the CEO Jammu, for the last many years and are refusing to teach in the schools. “Working in CEO or DSEJ office means, you enjoy strong affluence in the administrative circles, which in turn proves beneficial for securing posting at lucrative posts for one or the other reason”, sources said, adding that it was only the administrative wing could initiate detachment of staff as the DSEJ has so far failed to do so.
CEO Jammu, Kulbir Singh, acknowledged that some of the teaching staff members have been attached at his office but adding that they have been attached to run various important schemes or wings of the department including RET wing, Smagra, Cultural wing etc. Singh also added that the attachments of teaching staff were made before he joined as CEO Jammu but added that to overcome the shortage of clerical staff, the attachments would have been made.
