Early Times Report

Jammu, July 25: In an act of alleged favouritism, the Roads and Building Department has posted two In Charge Assistant Executive Engineers (AEEs), who are yet to be confirmed as AEEs, as Incharge Executive Engineers (XEns) in Marwah and Gurez divisions in Jammu and Kashmir.
According to the details available with Early Times, R&B Department vide order No. 209-PW(R&B) of 2020 dated 24-7-2020 accorded sanction for placement of 14 AEEs as I/C Executive Engineers. The order was issued by Deputy Secretary to Government on behalf of Principal Secretary R&B, Government of Jammu and Kashmir. The orders were issued for transfer and placement of the newly promoted AEEs as I/C Executive Engineers to pave the way for transfers/shifting of 36 engineers which include 34 I/C Executive Engineers and two I/C AEEs.
As per the order, the copy of which is available with Early Times, Mohammad Hussain Shah (Serial No.35) has been assigned the additional charge of XEn R&B Division Gurez in addition to his own duties as I/C AEE R&B Division Gurez while another I/C AEE Mohammad Aslam Lone (Serial No.36) has been assigned the additional charge of I/C XEn R&B Division Marwah in addition to his own duties as I/C AEE R&B Division Marwah.
“Both Marwah in Kishtwar District and Gurez in Bandipora District are remote areas in Jammu and Kashmir and require special attention from the government. This could have been done by posting senior engineers in these areas,” sources said.
They said that both Shah and Lone are yet to be confirmed as AEEs and Lone is at the bottom of the seniority list among the AEs. “He (Lone) is even not entitled for posting as I/C AEE since several AEs are senior to him who could be posted as I/C AEE,” sources added.
They said that the assigning of charge of I/C XEn to both is gross violation of rules and regulations and called upon the Principal Secretary to Government R&B Department to revoke the order of posting of the two I/C AEEs with immediate effect and assign the charge to some deserving officer who can work with zeal and zest in these two remotest areas of the Union Territory of Jammu and Kashmir.
