Principal GMC Jammu seeks voluntarily retirement, writes to FC Health

Jammu, Sept 13: Principal Government Medical College and Hospital (GMCH) Jammu Prof Nasib Chand Digra has sought voluntary retirement and has written to the Financial Commissioner, Health and Medical Education Department to relieve him if the department is not satisfied with his performance.
"I am possessing super-specialty degree from prestigious PGIMER Chandigarh in the surgical discipline and am having 30 years blemish free career as renowned Surgeon and Head of Surgery Department twice in the recent past", Prof Digra has written in a letter addressed to FC HME J&K Atal Dullo.
"In view of my professional and administrative merit clubbed with integrity, honesty, dedication and devotion towards my professional and administrative duties, I was appointed as Principal GMC Jammu w.e.f 01-05-2020. I pledged from the core of my heart to serve the society and my Alma Mater with full dedication and devotion," the letter states.
"Recently vide administrative department L. No.: 697-JK (HME) of 2020; dated: 11-09-2020, the chair of Principal and I was personally demeaned when Principal GMC Jammu Office L No.: GMC/20/Order/434; dated: 26-06-2020 was rescinded, whereby; all the internal administrative work was withdrawn from one I/C Professor against whom there is a live FIR for interpolation of the official record and IG crimes recommendations for a departmental inquiry", Dr Digra mentioned in his letter adding that, however, the said doctor has been projected as blemish free by the above said order of administrative department.
"Unfortunately during the very first month of my taking over as Principal GMC Jammu, facing the extra burden of tackling COVID-19 pandemic, I was also assigned the duties of HOD/Surgery vide G.0. No.: 443-JK (HME) of 2020 dated: 15-05-2020 citing MCI Rules that in actuality do not allow the Principal of any Medical College to act as Head of the Department. The HOD ship was thrustered upon me that have caused a lot of extra burden on me," he mentioned adding that his request of giving charge of HOD to some other senior faculty member of the department was not acceded to.
"In last four months I have been put under huge undue pressure to take some pending decisions of my predecessor which can have long term repercussions on the PMC's Chair and the institution. On request of buying time to get the things straight in the larger interest of the institution, I was demeaned verbally also", he claimed, adding that he was compelled to put on record that there are few extra-institutional officials one or two HoDs and few faculty members who are bypassing the departmental hierarchy and approaching he administrative department in technical, professional and administrative matters.
"Such interferences into the internal working of the GMC Principal office shall create huge space for anarchy, indiscipline and further demeaning of the office of PMC Jammu. This shall further create a space for employees of GMC Jammu to create space and get scot free from the administrative department by way of using sorts of ways/means to influence the higher office", Dr Digra said, adding that the work culture in GMC and interpersonal relations are already on deterioration modes that needs to be taken care of and such and such orders shall act as stumbling blocks in stopping deteriorations in GMCs.
"All this has severely hit my blemish free image in the society and demeaned the chair that I am holding at present. In view of this, if my services are not being liked by anybody, I offer to opt for voluntary retirement from the services", the letter states.
