Jammu, Sept 18: An erroneous SRO in the Public Works Department has punctured the tall claims of the Jammu and Kashmir Government to have brought transparency into the functioning of the administration.
Top sources within the government told Early Times that for the past 14 years, the seething errors in SRO 297 of the Gazetted Engineering services haven’t been addressed due to which deserving candidates are made to suffer for no fault of theirs.
Sources divulged that SRO 297 was enacted by the government on 14th September 2006. However, SRO was found infested with major errors, typographical mistakes, ironic and bizarre clauses.
The utter non- seriousness of the previous regimes in Jammu and Kashmir could be gauged from the fact that for more than 14 years, these errors could not be omitted out and addressed. “These errors and wrongful clauses are embarrassing the department. There have been very little efforts made to resolve the issues in the SRO. Trust me, people since the enactment of the SRO have been suffering due to its wrongful content,” said an official in Civil Secretariat privy to the file.
It was informed that Under SRO-297, Executive Engineer which is equivalent to the post of Research Officer, PWD is eligible for promotion to the next post of Superintending Engineer in three years and thereafter as Chief engineer. However in the case of Research Officer, PWD, there is no such provision for further promotion. “Stagnation at one single post is nowhere acceptable in administration. However, here, if a person is appointed on the post of Research Officer, the person, as per the SRO 297, will retire ironically on the very same post. This is utterly flagitious,” said a senior official.
Reports also, informed that there are 02-No. of sanctioned posts of Research Officer in PW (R&B). While one is to be filled through direct recruitment, another is required to be filled by promotion from the category of Deputy Research Officer who posses BE in engineering or AMIE Section (A&B) with a minimum 05 years of experience. However, in SRO-297 dated 14th September 2006, the category where from an officer can be promoted has been wrongly mentioned as Category B Of Class IV which in the said SRO pertains to the post of Assistant Engineer, Technical Officer to Executive Engineer and Store Officers.
Sources informed that whereas, the post of Deputy Research Officer in the promotion the category is required to be filled from the post of Assistant Research Officer with experience of 3 years on the post, the SRO297 dated 14th September 2006 has erroneously injected a Bracket which reads as 50% by promotion from class V (I) which in the said SRO wrongly pertains to the post of Chief Foreman instead of Assistant Research Officer, PWD. “You tell me for God’s sake, where have you seen that a Chief Foreman can become Deputy Research Officer after promotion?” the official asked.
